本文以探討國營事業民營化對社會福利影響為主題，利用混合雙佔模型，討論政府欲將國營事業以釋出股份的方式民營化時，應該釋出多少股份才能使社會福利極大。與一般經濟文獻相同，我們假設國營事業追求社會福利與廠商利潤之權重平衡極大，民營廠商追求利潤極大。但不同於其他文獻，本文將國營廠商的經營效率、產業的競爭型態也納入政府追求社會福利極大的考量。本文研究發現，政府在執行民營化政策的過程中，開放民營廠商進入產業競爭及國營廠商為產業Stackelberg Leader是極大化社會福利的關鍵。

This thesis considers how privatization of state-owned enterprise (SOE) affects social welfare. This thesis provides a mixed duopoly model to solve a social welfare maximization problem, determining how many SOE shares the government should release in order to privatize SOE. Having the same architecture with other literatures, we assume that the SOE maximizes an objective function combining social welfare and its own profits, and the private firm pursues profit maximization. However, different from the most literatures, this thesis takes operational efficiency and industrial structure into consideration. It is obtained that enhancing market competition and making SOE the leader in the market are the keys to increase the social welfare.
