世界各國的政府都必須對於COVID-19大流行做出應對的管理,大多數政府決定使用針對病毒的疫苗接種作為解決方案。然而,這個過程並不容易,因為影響決策的變量太多。博弈論有助於說明不同國家如何根據鄰國或更大國家在 COVID-19 大流行危機期間決定採用的方式做出決定。由於地緣政治、政治和公司的自身利益,看似簡單的應對 COVID-19 危機的方法變得極其難以建立…… 本論文旨在了解為什麼即使解決方案已被全世界找到並批准——針對 COVID-19 的疫苗接種——與西方國家相比,在台灣實施起來仍然如此復雜。由於台灣政府是世界上最好的應對境內大流行蔓延的政府之一,本研究將重點關注為什麼台灣開始針對 COVID-19 的疫苗接種程序為時已晚。 為了進行這種研究,需要進行定性方法。採訪了台灣醫療系統的決策者,以獲得台大醫院質量控制主任的專業觀點。此外,對320人進行了在線調查,顯示台灣的管理非常好,即使疫苗接種過程來得晚,也表明需要緩慢。 |
Abstract |
The pandemic of COVID-19 has had to be managed by all governments in the world. Most governments decided to use vaccination against the virus as a solution. However, the process is not that easy because of too many variables which affect the decisions. The Game theory helps illustrate how different countries made decisions based on what neighboring or bigger countries decided to employ during the COVID-19 pandemic crisis. What seems to be an easy way to deal with the COVID-19 crisis became extremely hard to set up, because of geopolitics, politics, and companies’ self-interests… This thesis aims to understand the reasons why even though a solution was found and approved by the entire world – the vaccination against COVID-19 – it was still so complicated to put in place in Taiwan, compared to the Western countries. As Taiwan’s Government was one of the best in the world in dealing with the spread of the pandemic inside the territory, this study will focus on why it was very late for Taiwan to start the vaccination process against COVID-19. To conduct this kind of research, qualitative methods need to be conducted. An interview of a decision-maker in Taiwan’s healthcare system was made to obtain a professional point of view from the Director of Quality control at National Taiwan University (NTU) Hospital. Also, an online survey of 320 individuals is made, showing that Taiwan’s management was very well managed, even though the vaccination process came late, and showing that slowness is needed. |
