高齡化現象已成為世界各國關注的議題,隨著民眾公共衛生教育水準日漸提高和醫療科技發展日新月異,國民的壽命不斷地延長高齡人口也急速攀升,維持健康人口的勞動力必將刻不容緩,是台灣及各國未來必須擔憂且要面對的重要議題,而衛生福利部中央健康保險署推動了健康存摺歷經了1.0到2.0,經過數年不斷的更新民眾使用健康存摺的比率仍低落導致成效有限,所提供的內容也與一般大眾息息相關按理來說使用意圖應有所助長,背後的種種原因值得探討,避免醫療資源過度的重複浪費,讓政策得以順利推動受益於全體國民及全民健保永續經營。

目前已許多文獻探討及研究議題,本研究藉由(Margaret Meiling Luo, Sophea Chea & Ja-Shen Chen, 2011)所發展的量表和(蔡顯童、陳靜怡,2020)衡量計畫行為理論的態度及人口學統計變數探討民眾使用健康存摺APP行為意圖之相關因素,研究構面包含「人際效用」、「資訊搜索」、「便利」、「感知的易用性」、「感知的有用性」和「創新態度」,利用網路問卷採便利抽樣方式,並以統計軟體SPSS 24.0進行資料分析。

研究結果顯示,僅「感知的易用性」與「感知的有用性」因素對「行為意圖」有正向影響關係,而「人際效用」、「資訊搜索」及「便利」則與本研究假設不同,建議學術研究者或政府機關研究人員,若願意在本研究結果上進行越多改善,或對這些面向的有不同見解,將與本研究結論及管理意涵發展方向相同,期盼有助於提高健康存摺APP使用率及帶動民眾維護自我健康,使研究更具有全面性及參考價值。
Abstract
The aging phenomenon has become a topic of concern to all countries in the world. With the increasing level of public health education and the rapid development of medical technology, the life expectancy of the people continues to extend. The elderly population is also rising rapidly. The labor force to maintain a healthy population is bound to be urgent. Countries must worry about and face important issues in the future. The Central Health Insurance Administration of the Ministry of Health and Welfare has promoted My Health Bank that have gone through 1.0 to 2.0. After several years of continuous updating, the rate of people using health passbooks is still low, resulting in limited effectiveness. The content is also closely related to the general public. It is reasonable to say that the intention of use should be helpful. The various reasons behind it are worth exploring to avoid excessive repetitive waste of medical resources so that the policy can be smoothly promoted to benefit all citizens and the sustainable operation of national health insurance.

There have been many literature discussions and research topics. This study uses the scale developed by (Margaret Meiling Luo, Sophea Chea & Ja-Shen Chen, 2011) and (Cai Xiantong, Chen Jingyi, 2020) Measuring the attitude of TPB and demographic variables Factors related to the behavioral intentions of people using the My Health Bank APP. The research dimensions include "Interpersonal Utility", "Information Seeking", "Convenience", "Perceived Ease of Use", "Perceived Usefulness" and "Innovative Attitude". The online questionnaire adopts a convenient sampling method, and the statistical software SPSS 24.0 is used for data analysis.

The research results show that only "Perceived Ease of Use" and "Perceived Usefulness" factors have a positive influence on "Behavioral Intention", while "Interpersonal utility", "Information Seeking" and "Convenience" are related to this research hypothesis Different, it is recommended that academic researchers or government agency researchers who are willing to make more improvements on the results of this research or have different opinions on these aspects will be the same as the conclusions of this research and the development direction of management implications. Hope it will be helpful to increase the usage rate of the My Health Bank APP and to encourage the people to maintain their own health so that the research has more comprehensive and reference value.
