本研究以醫院評鑑為研究場域，運用價值導向的管理 (Value Based Management, VBM) 模式與質性研究的深度訪談法，探討不同職別醫護工作者的工作價值觀如何影響他們對醫療品質的認定與醫院評鑑問題。本研究共訪談醫院資深工作者5人，以任職婦產科地區醫院為主。研究發現：一、醫院工作者對於什麼是「醫療品質」，如何達成醫療品質，以及醫院評鑑是否能達成醫療品質，呈現正面肯定的觀點。二、以價值為導向的醫療品質管理，是從醫院工作者的信念著手，醫院管理者能夠透過凝聚醫院工作者的團隊信念，來整合作業的完備性，醫院評鑑提供了一個契機，讓醫院管理者有機會善用以價值為導向的管理。三、受訪的醫院資深工作者認為，參與醫院評鑑可以建立參與者的榮譽感與成就感、改善醫療服務的流程、提升病人照護品質、避免醫院風險與損失等。更重要的是，醫院評鑑機制促使醫療團隊進行學習與分工合作，也使醫院管理者獲知臨床上的隱藏問題和改善措施，藉由醫院管理者的品質管理手法來進行改善作業。

This study uses the value-oriented management model (VBM) model to examine the issues of the hospital service quality and evaluation. Through the in-depth interview method, the study combs how the work values of medical professionals in different positions affect their medical quality identification and the methods to prepare for hospital evaluation. This study interviewed five senior hospital practitioners, who are the experts of the field of obstetrics and gynecology. The research finds that: 1. Most of hospital employees positively support the role and function of medical quality during the service delivery process; 2. the value beliefs of hospital workers are vital to the development of the value-oriented management of medical quality starts from. Significantly, service quality evaluation provides an opportunity for hospital managers to examine the application of value-oriented management in service quality enhancement planning; 3. The interviewed senior hospital employees believe that the hospital evaluation plays the key to build a sense of honor and achievement of hospital employees, improve medical service process as well as the quality of patient care is improved, and avoid hospital risks and losses. Significantly, the process and methods related to hospital evaluation enable the medical team to learn and cooperate with various internal agencies and departments, and in turn assist the hospital manager to know the potential problems and prepare for the future improvement mechanisms to quality management and business continuity planning.
