臺灣的鋼鐵產業早期是以廢鐵煉鋼或是拆卸船隻的鋼鐵回收再利用，民國60-70年代，隨著國內十大建設的發展，造港、鋪路、建廠都需要大量的鋼鐵，也間接奠定了現行鋼鐵工業的生產基礎。我國鋼鐵業目前於國際上主要的競爭對手以中國、日本、韓國為主，但是在全球化的競爭下，各國鋼鐵產業皆面臨到經濟不景氣、原物料資源不足、反傾銷的保護主義與貨物貿易協議等挑戰。世界鋼鐵動態公司（WSD）每年則會針對全球鋼鐵企業競爭力進行評比排名，共計有二十三項評比項目，作為全球鋼鐵企業競爭力的發展指標。
近年竄起的臺灣鋼鐵集團（TSG），為國內最大一貫化電爐煉鋼的鋼鐵集團，一條龍的營運模式，從上游的煉鋼廠一路到下游消費端的機械鋼鐵，串接產業縱向與橫向的環節，使得臺鋼集團擁有更多的靈活度與潛力。本研究將試著從個案研究的角度找出臺灣鋼鐵產業可能的發展方向，除了運用行銷分析工具針對鋼鐵產業進行競爭力分析之外，也透過質性研究方法中常見的深度訪談法，針對研究個案中擔任決策與執行的重要角色進行訪談，期望透過訪談內容的第一手資訊獲得有意義的分析素材，進而做為本研究中的觀點和依據。

The iron and steel industry in early Taiwan mainly used scrap iron to make steel or recycle steel from dismantled ships. During 1970s to 1980s, large amount of steel requirement for paving, building ports and factories increased with the development of Ten Major Construction Projects and therefore set a foundation of steel industry production nowadays. Those countries, such as China, Japan, and Korea are the major competitors in international steel industry market which our country encounters. Steel industry in every country is faced with such challenges as depression, insufficient supply of raw materials, anti-dumping protectionism, Economic Cooperation Framework Agreement (ECFA), etc. World Steel Dynamics (WSD) ranks steel corporations around the world according to their competitive abilities every year and there are totally twenty-three terms for evaluations as the development index of competitive abilities of global steel corporations.
Taiwan Steel Group (TSG), which has sprung up over the past years, is the largest steel corporation that has the consistent electric steel making furnace. Its one-stop business model which includes from the upstream steel making plant to downstream consumer end and concatenates both vertical and horizontal links within this industry makes TSG more flexible and potential. Our study based on the individual case will try to figure out which possible direction of development steel industry in Taiwan would head to. We use both marketing analytical tool aimed at analyzing the competitive ability of steel industry and common in-depth interview of qualitative research practice for the purpose of interviewing the important role in charge of strategic decision and execution in individual study to acquire the meaningful materials for analyzing and use them as viewpoints and bases of TSG corporation’s circular economy pattern.
