基於區塊鏈在全球的供應鏈的應用快速發展,就貨櫃航運公司來說區塊鏈也是數位轉型和成本控制的有效良方。然而應用在全球供應鏈的區塊鏈目前還是普遍存在標準化,平台發展,商業模式和法規的瓶頸。即使台灣貨櫃航商(如:長榮和陽明)。在2019年以加入 DCSA 平台為主流,但是近幾年台灣也都沒有試行推出區塊鏈產品來迎合廠商的實際需求。因此廠商就只能選擇封閉平台的電子提單來改善自身的效率,而無法使用開放平台得區塊鏈提單達到效率最佳化。
誠以為應用在供應鏈的區塊鏈可以節省整體管理行政成本最高達15%,這不管是對供應鏈上下游,物流各方,貨櫃航商都有成本的吸引力,所以有必要來分析研究台灣在貨櫃海運業引進區塊鏈的可行性。
本研究的目的是要去分析了解在中國航商在國內推行航運區塊鏈的具體行為和台灣引進航運區塊鏈的瓶頸,再如何改進以因應世界的趨勢,有效降低台商的營運成本。
本研究的方法會以質性的訪談為主,從有相關研究的學者和致力於數位轉型的大型企業來探索台灣在航運區塊鏈的相關問題。
最後,發現受訪者都認同航運區塊鏈是國際趨勢,但是台灣航商沒有公司願意投資額外成本在新科技,因此建議如果能像中國大陸將「區塊鏈」寫入十四五的國家大綱上,推行起來應該會更有效率。所以台灣航運區塊鏈如果航商不行動,政府就要出來帶頭做,先從整合基礎代碼做起,一步步進行航運區塊鏈的試驗,這才是幫忙台灣國際貿易更有效率,增加國際競爭力。
Abstract
In terms of fast development of the blockchain application on global supply chain, on the aspect of container carriers, blockchain is also the effective solution for digital transformation and cost control. However, the blockchain on global supply chain still encounter the bottleneck of standardization, platform progress, business model and regulation. Even Taiwan container carriers (ie: EMC/YML) participate in DCSA platform prevailingly in Y2019, no blockchain product was experimentally launched to cater the need of other shipping parties in Taiwan in these years. As pf a result, other shipping parties just could select electronical B/L on closed platform to improve their own efficiency. Instead, no blockchain B/L on open platform could make their optimization.
With reference to total cost saving up to 15% for the blockchain application on supply chain, this is attractive no matter on supply chain parties, logistics parties, container carriers. To analyze the possibility to induce blockchain in container shipping industry of Taiwan is meaningful.
The aim of this research is to understand the specific activity of shipping companies in implementing shipping blockchains in China and analyze the bottleneck of Taiwan's introduction of shipping blockchains, and how to improve in response to global trends and effectively reduce the operating costs of Taiwanese companies.
The method of this research would be based on qualitative interviews, from scholars with relevant research and large companies committed to digital transformation to explore Taiwan's related issues in the shipping blockchain.
Finally, I found that respondents agree that the shipping blockchain is an international trend, but no shipping company in Taiwan is willing to invest additional costs in new technology. Therefore, it is recommended that if the blockchain can be stipulated in the 14th Five-Year Plan as China, it is recommended to implement. It should be more efficient. Therefore, if the shipping blockchain is not act by Taiwan shipping company, suggest the government would take the lead. Start with the integration of the basic code and carry out the shipping blockchain experiment step by step. This will definitely help Taiwan’s international trade to be more efficient and increase our global competitiveness of Taiwan.
