為探討政治技巧的實務應用對於人力資本管理及組織績效的關聯性,人力資源主管相較於其他角色,更能直接與企業經營管理者互動、並參與企業決策、組織發展等過程,更能詮釋政治技巧的實務應用。藉由過去的文獻回顧,發現較少研究以該角色為研究對象。為彌補研究缺口,故以人力資源主管角色進行個案探討。
本研究以質性研究方法進行研究,藉由五位人力資源主管的訪談,將其訪談回饋進行分析及歸納,得出研究結果。
人力資本管理,以人才投資與資本累積等方式,提升組織的生產力。隨著生產力的提升,組織績效相對提升。政治技巧的影響取決於事件及情境本身,並非完全相關。研究發現,政治技巧的運用不侷限於達到當下目的的手段,更是有為未來人際關係佈局的效果。人力資源主管,因本身工作績效與組織績效的密切連結,致政治技巧的運用亦有提升組織績效的效果。
Abstract
To study the relevance of the practical application of the political skill to human capital management and organizational performance, human resources managers in comparison with other roles can interact more directly with company’s operators, participate in business strategy and organizational development, etc. They can interpret much better the practical application of political skills. From previous literature review, it is found that few studies have focused on this role. To make up the research deficiency, the case study was conducted in the role of human resources managers.
This research is conducted with qualitative research method. Through the interviews of five human resources managers, the research results are obtained from analyzing and summarizing the interviews feedback.
Human capital management enhances the productivity of an organization by means of human capital investment and human resources capital accumulation. As productivity increases, organizational performance increases consequently. The impact of political skills depends on the event and the situation themselves, but it is not entirely correlated. The study found that the use of political skills is not limited to the means to achieve the current goal, but also has the effect of future interpersonal relationship layout. Due to close connection between their work performance and organizational performance, human resources managers can also improve organizational performance by using political skills.
