2016年台灣政府積極推動新南向政策，鼓勵台資銀行佈局海外，藉以紓解台灣銀行產業普遍存在利差過低、規模偏小、國際化程度不足等問題，台灣銀行業者為響應政府政策並著眼東協龐大的人口紅利與經濟成長商機，近年來紛紛積極搶進東協設立新據點，而柬埔寨在東協國家中屬於高度成長經濟體，吸引台資銀行搶進設點，期望提升國內金融產業之獲利績效。

本論文研究由案例銀行布局柬埔寨內外部狀況進行 SWOT 分析開始，接著利用 PEST 分析延伸檢視台灣目前整體銀行產業環境，最後再藉由本案例銀行的國際進入模式分析，探討案例銀行在柬埔寨的經營策略。

有鑑於此，本研究以本國銀行業中最早於 1998 年布局柬埔寨市場的第一銀行為例，進行案例研究分析，發現本案例銀行不論在柬埔寨布局的進入時間點、布局據點完整性、中小企業實地勘察放款經驗，主辦及参貸當地聯貸案件、扶植台商拓展海外業務、在地化深耕經營、國際金融人才培訓及數位金融發展等均相當的成功，可以提供台商及當地客源差異化及國際化的服務，透過母行及海外分行業務發展的相互支援，皆是該案例銀行布局柬埔寨的成功因素，期望可以供本國銀行業做為前進柬埔寨市場的參考。

In 2016, the Taiwanese government actively promoted the new southward policy and encouraged Taiwanese bank to deploy overseas , so as to alleviate the problems of low spreads, small scale, and insufficient internationalization in Taiwan’s banking industry. In response to government policies and focusing on the ASEAN’s huge demographic dividend and economic growth opportunities, Taiwan’s banks have actively entered the ASEAN to establish new bases in recent years. Cambodia is a high-growth economy in the ASEAN countries and attracts Taiwanese banks. Enter the set point, hoping to improve the profitability of the domestic financial industry.

The study of this thesis starts with SWOT analysis of the internal and external conditions of the case bank in Cambodia, and then uses PEST analysis to extend the
view of the current overall banking industry environment in Taiwan, and finally, through the analysis of the case bank’s international entry mode, discusses the case bank’s business strategy in Cambodia.

In view of this, this study takes the first bank in the country’s banking industry that first deployed the Cambodian market in 1998 as an example to conduct a case study and analysis. It is found that the bank in this case does not matter at the time of
entry of the Cambodian layout, the integrity of the layout and the Field investigation and lending experience, hosting and participating in local syndicated loan cases, supporting Taiwanese businessmen to expand overseas business, localization and deepening operations, international financial personnel training and digital financial development, etc. are all quite successful, and can provide the difference between
Taiwanese businessmen and local customers Localized and internationalized services, and mutual support through the business development of the parent bank and overseas branches, are all factors in the success of the bank’s deployment in Cambodia. It is hoped that the local banking industry can be used as a reference for the advancement of the Cambodian market.
