台灣於2019年開始實施開放銀行的第一階段-公開資料查詢;目前正在進行第二階段-客戶資訊查詢。開放銀行是一個全新的銀行型態,將銀行端的客戶資料透過開放API的方式與第三方服務業者(TSPs)共享,進而提供消費者更多元化且有效的金融服務;而推動開放銀行將面對許多考驗及難題,從協助傳統銀行轉型到改變消費者態度都是一道道必須跨越的門檻 (FIRC, 2021)。自2016年起,開放銀行的觀念在歐洲逐漸興起,而其目的是將資料擁有權交還給銀行客戶,2018年的PSD2法規正式上路也從而帶動其他國家對於開放銀行的發展。
各個國家對於規範開放銀行的法規都有所差異,有些國家採取強制執行,有些國家採自願加入的市場導向。然而其共同面對的問題是如何在提供消費者更全面的金融服務的同時,保障消費者的資訊安全 (Deloitte, 2019)。
本文透過文獻回顧、國內外金融業專訪新聞,歸納出開放銀行在台灣的發展前景極可能面臨的潛在問題。另外亦會整理各國案例及相關的網站資訊,透過瞭解其發展歷史及面對難題的解決之道,為台灣開放銀行提出建設性的建議。
Abstract
In 2019, Taiwan started to implement the first stage of Open Banking- “Public Data Inquiry”, and currently is getting on with the second stage- “Consumer Data Inquiry”. Open Banking is an all-new type of banking-sharing customer data on the bank side with third-party service providers (TSPs) through open APIs to provide consumers with more diversified and effective financial services; therefore, there will be lots of dilemmas and difficulties during the importing phase. From the transformation of traditional banks to consumer attitudes, there are many thresholds to cross (FIRC, 2021). Since 2016, the concept of Open Banking has gradually emerged in Europe, and its purpose is to return the ownership of data to bank customers. In 2018, the PSD2 regulations were officially launched, which led to the development of Open Banking in other countries. The regulations governing open banking vary from country to country. Some countries adopt mandatory enforcement, while others adopt voluntary market orientation. However, the common problem they face is how to protect consumers' information security while providing consumers with more comprehensive financial services (Deloitte, 2019). This study summarizes the prospects of Open Banking in Taiwan as well as the potential problems that Taiwan may face; for example, regulations of Trust Service Provider (TSP), personal information security of consumers and responsibility attribution of damages penalty, etc. Furthermore, we analyze cases in different countries that also implement Open Banking and search-related websites and further present constructive suggestions for Open Banking development in Taiwan.
