印刷電路板又稱為「電子工業之母」，是半導體供應鏈中的重要角色，也是台灣的最大出口的產業，儘管2020年很多產業營運受到疫情衝擊影響，但PCB產值仍續創新高，占總出口比重近四成，而在疫情、氣候變遷等因素下，使全球企業更加關注永續相關議題，由於PCB產業在製程中容易產生高污染，所以PCB產業必須更重視ESG，且台灣是以出口導向的經濟體國家，又多與國際大廠有合作，企業如果無法達到供應鏈要求的規範，未來可能會面臨恐被踢出供應鏈的風險，本研究統整PCB產業中編製永續報告書的情形，發現PCB產業自願編製報告書的比例並不高，顯示出該產業還未意識到ESG的重要性，本研究目的在協助PCB產業自行編製永續報告書，以建議個案W公司建立自行編製永續報告書之流程方法及架構。
本研究以次級資料分析法收集PCB產業鏈上下游之上市櫃公司為樣本，總計有30家公司為最後樣本數，並根據全球前50大PCB供應商作為中選取15家做為標竿企業進行研究分析，並參考同業及標竿企業之重大議題，分析出公司治理、環境、社會三大面向的相關重大議題，作為建議PCB產業編制永續報告書的架構。
本研究結果係建議個案W公司依據上述研究的永續報告書架構統整出對W公司相關重大議題，及如何提升自願編製永續報告書的意願的相關流程方法，結合企業經營策略讓利害關係人了解企業核心價值與目標，並提早發現企業的潛在風險與機會，以達到企業永續經營之目標。

PCB is an important role in the semiconductor industry chain and Taiwan's largest export industry, but it is easy to produce high pollution in the manufacturing process, so the PCB industry must pay more attention to ESG. This study found that the proportion of PCB industry voluntarily preparing reports is not high, which shows that the industry has not paid attention to ESG. The purpose of this study is to assist the PCB industry in preparing its own sustainability report, taking the case W company as an example.
This study uses secondary data analysis to collect listed OTC Companies in the PCB industry, with a total of 30 companies as the sample, and selects 15 of the world's top 50 PCB enterprises as benchmark enterprises, and with reference to the major issues of peers and benchmark enterprises, analyzes the major issues of the three major aspects of ESG, as a framework for the preparation of Sustainability Reports for the PCB industry.
The results of this study are to assist the case W company in preparing the sustainability report, and to enhance the willingness of voluntary preparation, so that stakeholders can understand the core values and objectives of the enterprise, and identify potential risks and opportunities in advance, so as to achieve the sustainable operation of the enterprise.
