911事件後世界關務組織WCO制定『全球貿易安全與便捷化標準架構WCO SAFE』。美國國土安全部海關邊境保護局CBP更遵循其架構基準成立；美國商貿反恐聯盟C-TPAT計劃。至此，世界產業開始合作且建構起『供應鏈安全管理系統』，供應鏈安全之推動儼然成為企業永續經營發展獲得優勢的重要課題。
本研究透過對各國執行安全優質企業認證基準所推行計劃與國與國之間相互承認對象現況及相關國際標準介紹，為達成貿易通關便捷可享優惠措施與效益方向對比研究個案公司來探討報關業導入安全認證優質企業AEO之必要。
研究發現；報關業位處供應鏈重要地位，但導入認證成本過高，認證程序項目繁瑣，政府雖極力推動但實際提供之優惠沒有誘因，海關承辦單位對於所有進出口廠商或報關業者一視同仁。國際間相互認證優惠對象多數以進出口產業或製造業為主，另根據產業特性與模式對於認證前後之效益比較顯示出報關業導入參與AEO認證對企業本身發展助益不顯著。
本研究期盼政府主管機關秉持服務，落實優惠措施。使通過認證之業者能感受到有別於一般廠商便捷與優勢。方能再提升本國各相關業者導入AEO認證之信心與意願。

After the 911 incident, the World Customs Organization WCO established WCO SAFE through the global trade security and convenience standard framework. The US Department of Homeland Security's Customs and Border Protection Service CBP was established in accordance with its structural benchmarks; the C-TPAT plan of the US Trade and Anti-Terrorist Alliance. At this point, the world's industries have begun to cooperate in the establishment of a supply chain security management system, and the promotion of supply chain security has become an important issue for enterprises to gain advantages in sustainable business development.
This study introduces the status of mutual recognition objects and relevant international standards of the plans implemented by various countries to implement the certification standards for safe and high-quality enterprises, and compares and studies case companies to explore the customs brokerage industry in order to achieve convenient trade clearance and enjoy preferential measures and benefits. It is necessary to introduce AEO for high-quality enterprises with safety certification.
The study found that the customs brokerage is in an important position in the supply chain, but the cost of introducing certification is too high, and the certification procedures are cumbersome. Although the government is pushing hard, there is no incentive for the actual offers. The customs undertaking unit treats all import and export manufacturers or customs brokers equally. The majority of international mutual certification preferential objects are mainly import and export industries or manufacturing industries. In addition, the comparison of benefits before and after certification based on industrial characteristics and models shows that the introduction of customs brokers and participating in AEO certification does not significantly help the development of the enterprise itself.
This research expects that the competent government agencies will uphold their services and implement preferential measures. So that certified companies can feel the convenience and advantages that are different from those of ordinary manufacturers. Only then can the confidence and willingness of all relevant industries in the country to introduce AEO certification be improved.
