本研究運用Sabatier等人提出的倡導聯盟架構，探討老鷹紅豆個案如何透過多元利害關係人的互動合作，影響環境友善農業的政策變遷。本研究採用質性研究方法，藉由次級資料分析與深度訪談，建構個案回應過程，並釐清行動者之間的互動模式，以作為推動環境友善農業政策之參考。研究結果發現，個案轉變過程依賴既有政策路徑進行微調，外部事件與保育團體提出的新科學資訊，改變主管機關的次級信念，形成次要政策變遷。跨領域行動者的合作促進資訊與資源流動，使個案得以持續發展，而政策掮客及政策企業家則是促成不同聯盟合作的關鍵。故政府單位或倡議者若能積極發揮協調與整合作用，可能經由加強跨聯盟的政策導向學習，在環境友善農業議題上持續推動漸進式的政策變遷。

Based upon the case study of Eagle Red Bean, this study uses the Advocacy Coalition Framework to explore the influence of multi-stakeholders on policy change. By using the secondary data analysis and the in-depth interviews, the study clarifies the developmental process and the interaction of multi-stakeholders in the case of Eagle Red Bean. The study fills the current research gap and examines the incremental policy change of eco-friendly agriculture issues. The findings point out that path dependence exists in the case development of Eagle Red Bean. The change of the external environment and the evidence-based information shared and diffused by the conservation groups would impact the secondary beliefs of authorities and cause slight policy adjustment. The cooperation of actors from different coalitions significantly enhances information diffusion and resource sharing and in turn influences the case development and the interaction of multi-stakeholders. The policy brokers and policy entrepreneurs play a vital role in promoting cooperation across coalitions. The study suggests that continuous and positive coordination as well as information and resource integration by subsystem actors have significant influence on policy-oriented learning.
