因應AIOT時代的到來,這些大企業發現,通過與新創企業密切的互動,有助於加速自身轉型的速度,更快的找到自身數位轉型的方法。對於各國政府,培養新創企業之重要性已經上升至維護國家未來產業競爭能力的層級,尤其是對於地小人少,靠知識經濟為主的國家,例如以色列、韓國、法國、新加坡等政府先後推出本國版本的創新創業政策,誓言通過國家的力量去改善本國創業環境。他們普遍採用修改法規、資金補助、建構或引入加速器、促進國際化這四大手段,視乎在創新創業政策上有『國際共識』。在台灣,我們同樣是以知識經濟為主地小人少的國家,科技部於2016年開始參考各國政策推出台灣的創新創業政策,包括模仿其他國家成立台灣科技新創基地,推出相關配套吸引國際團隊與國外加速器、資金來到台灣,通過這樣的國際交流,逐步改善台灣的創業環境與新創團隊的實力。然而,目前在創業生態系統的文獻上,「國際共識」的創業政策對於創業生態系統發展的影響認識並不多,同時於台灣創業生態系統的文獻與政策干預的效果文獻是缺乏的,在新創企業越來越重要的今天這是重要的。
本文通過對於2016-2019年科技部施行的創新創業政策做出個案回顧,通過文獻探討、10份政府資料分析、5組新創團隊的深度訪談,我們成功建構出台灣創業生態系統的發展脈絡模型,我們發現科技部在『資金補助』+『建構加速器』、『修改法規』等介入手段較為成功,在『促進國際化』、『引入加速器』等介入手段較為無效,並認為政府干預創業生態系統發展的關鍵在於政府本身的執政效率以及資訊流通程度,對於創業生態系統文獻給出補充。
Abstract
In response to the AIOT era, large companies have discovered that interacting with startups can help accelerate the speed of corporate transformation and find solutions for digital transformation. For the government, the country’s entrepreneurial environment will affect the country’s future industrial competitiveness. Especially for small countries, countries that rely mainly on the knowledge economy, such as Israel, South Korea, Singapore, etc. These governments have successively introduced their own versions of innovation and entrepreneurship policies, vowing to improve their own entrepreneurial environment through the power of the country. They adopt methods such as amending laws and regulations, funding subsidies, constructing or introducing accelerators, and promoting internationalization.
In Taiwan, we are also a small country dominated by a knowledge-based economy. The Ministry of Science and Technology(MOST) began to implement Taiwan’s innovation and entrepreneurship policies in 2016 with reference to the policies of various countries. In 2017, MOST established Taiwan Tech Arena(TTA). Attract international teams, foreign accelerators, and funds to Taiwan, and through such international exchanges, gradually improve Taiwan’s entrepreneurial environment and strengthen Taiwan’s startups.
However, in the current literature on entrepreneurial ecosystems, there is not much understanding of the impact of innovation and entrepreneurship policies on the management of entrepreneurial ecosystems-building, and the literature on entrepreneurial ecosystems and policy interventions in Taiwan is lacking.
This article reviewed the innovation and entrepreneurship policies implemented by MOST from 2016 to 2019, through literature discussion, 10 government data analysis, and in-depth interviews with 5 groups of startups. We have successfully constructed the development context model of Taiwan’s entrepreneurial ecosystem. We have found that interventions such as "funding subsidies", "accelerator construction" and "modification of regulations" are successful, and methods such as "promoting internationalization" and "introducing accelerators" are ineffective. The conclusion that the key to government intervention in the development of the entrepreneurial ecosystem lies in the government’s governance efficiency and the degree of information circulation, which supplements the literature on the entrepreneurial ecosystem.
