防災社區強調以社區為基礎的災害管理途徑，改善先前以消極整備的態度，處理回應災害的發生，並著重社區災前預防的態度、採取災前減災作為，發展適宜當地社區災害治理模式，建構在地社區自主防災的能量。然而，政府雖已推動防災社區推年，整體成效仍曾遭受些許質疑。目前社區災害防救的發展現況，凸顯出並非每個社區都參與過防災社區的推動計畫，且成效達到預期之規劃。此外，目前文獻仍欠缺參與防災社區計畫之社區和非參與防災社區之社區之比較分析，此類比較分析之研究有助於社區防災推動的策略規劃和相互學習，。本研究以高雄市旗山區為研究個案，此區域高齡老化之農村型區域，位居於旗山斷層上，並多次遭受水災與土石流之災害影響。。本研究比較高雄市旗山區內三個參與防災社區計畫之社區與三個未參與防災社區計畫之社區的防救災推動方式，描繪出其中防救災推動方式優點與問題之異同。

The disaster resistant community emphasizes the use of the community-based emergency management approach to improve the willingness of preparedness, risk awareness, and the implementation of the pre-disaster mitigation plans, and the capacity of community emergency management. Taiwan government has emphasized the importance of disaster -resistant community, but much has questioned the effectiveness of implementing the disaster resistant plans. Significantly, we have not clearly understood the developmental difference the communities who has joined the disaster resistant community plans and those who has not. In order to fill the current research gap, this study adopts the case of Cishan District, a rural disaster-prone district located in the Cishan Fault in Kaohsiung City. After comparing these two types of communities, three communities who has joined the disaster resistant community plans and the other three communities who has not, this study grabs the vital points from the case comparison and provides suggestions to the scholars and public officials.
