政府推動防災社區行之有年，但國內研究對於防災社區的推動評估並不多見。參與自主防災社區與未參與自主防災計畫之里別，在不同程度的水患影響與受災經驗下，所發展出在地化的系統因應之差別與評估，目前研究現況仍付之闕如。因此，本研究以高雄市水患影響區域鼓山區為研究場域，提出以下問題:(1)水患受災之社區推動社區韌性系統的主要問題與困境? (2)從水患受災經驗的差異程度，分析曾經淹水之社區推動防災社區情況為何?
本研究以Norris等人(2008)所提出的理論為基礎，將鼓山區曾經淹過水的里別列為研究對象，統計近十年民眾通報案件，依據淹水頻率程度分為:一次性、偶爾、經常、總是淹水等四組，針對各組別採取立意取樣，透過與社區防災主要推動者之深度訪談，瞭解在災害治理過程中，各利害關係人如何協力合作進而發展出災害韌性系統，其推動防災韌性系統的程度是否隨著水患受災程度的不同存在差異。本研究預期貢獻主要希冀提供日後政府推動防災社區之參考，並彌補國內防災社區研究缺口。

The Taiwan central government has implemented the disaster-resistant community programs in the decades. Studies has emphasized on the importance of these programs in enhancing disaster resilience system. Many communities have joined the disaster-resistant community programs and gained emergency management skills, and some communities who have not joined these the disaster-resistant community programs develop their own ways to prepare for and respond the disasters. Significantly, the flood-affected experiences would influence the different emergency management strategies of communities. However, we have not clearly understood the ways that various communities have adopted in the disaster events. this study uses the case study of the Gushan District, which is a flood-affected districts in Kaohsiung City and tries to answer the following questions (1) The main problems and challenges that communities have when preparing for and responding the disasters?; (2) what are the different emergency management strategies that the communities adopted in the various risky areas in the Gushan District?
Based upon the framework of Norris et al. (2008) as well as in-depth interviews with the main participants of disaster-resistant community, the study points out the collaboration of various stakeholders and the issues to enhance disaster resilience system. Significantly, the study develops the typology of flood-affected communities, include one-time flood-affected communities, occasional flood-affected communities, frequent flood-affected communities, and always flood-affected communities, distinguish their emergency management plans and strategies based upon the framework of Norris et al. (2008), and provides suggestions to the scholars and practitioners.
