西元2018年爆發了中美貿易戰，因中美雙方的爭端，台商逐漸分散海外的生產基地，台灣政府為了因應的中美貿易戰，便於西元2019年7月推動了「投資台灣三大方案」，希望能透過此政策的推動，協助台灣企業因應國際情勢的快速變動，藉此引導台灣企業回台投資或是加深在台投資。

本文將會從「投資台灣三大方案」的申請者-台灣企業以及協辦者-銀行，兩大面向進行訪談，藉此分析「投資台灣三大方案」對於台灣企業的幫助，以及一個好的政策，是否能影響企業對於投資區位的選擇。在論文中所採用的PEST模 型、SWOT模型以及區位理論便是探究企業對於投資環境所關心的議題與層面。

The U.S.-China trade war broke out in 2018. Due to the dispute between China and the United States, Taiwanese businessmen gradually dispersed their overseas production bases. In response to the U.S.-China trade war, the Taiwanese government facilitated the promotion of the " Three Major Plans of Investment in Taiwan " in July 2019. " Taiwanese government hope that through the promotion of this policy, can help Taiwanese companies respond to the rapid changes in the international situation, so as to guide Taiwanese companies to invest in Taiwan or to deepen their investment in Taiwan.

This article will interviews Taiwanese companies and banks, to analyze the help of the " Three Major Plans of Investment in Taiwan " for Taiwanese companies and a good policy whether it can affect the company's choice of investment location. The PEST model, SWOT model and location theory used in the thesis are to explore the issues and levels that companies care about in the investment environment.
