澎湖縣以「觀光島嶼」為發展目標,而為全國唯一具在地海洋特色的「海上平台」遊憩據點,幾已成為遊客必遊之處。澎湖縣政府特制定「澎湖縣海上平台管理自治條例」,以達觀光產業永續經營之政策與目標。因此,本研究主要探討遊客對澎湖縣海上平台食品安全風險認知及知覺風險之程度,與消費行為、態度的關係,並針對海上平台之遊客採便利抽樣發放470份問卷,回收問卷427份,其中有效問卷412份,回收率87.7%。再利用SPSS統計軟體經由描述性統計、單因子ANOVA分析、皮爾森相關分析及迴歸分析,進行驗證各變項間的影響程度及相關性。

經研究結果發現:(一)遊客之屬性不同,對海上平台食品安全風險認知部分有顯著差異;(二)遊客之屬性不同,對海上平台知覺食品安全風險程度部分有顯著差異;(三)遊客對海上平台食品安全的風險認知與知覺風險程度有正相關;(四)遊客對海上平台食品安全的風險認知與部份的消費行為意向有正相關;(五)遊客對海上平台知覺風險程度與部份的消費行為意有正相關。

最後,本研究提出之建,包括:政府單位跨域合作,增加查驗並加重業者責任;強化業者風險管理及溝通;提昇遊客風險觀念並落實正確「食」的行為及消費態度。希冀透過本研究之建議措施,防止海上平台食物中毒事件發生並提供政府相關單位管理之參考。
Abstract
Penghu County aims to develop into a "tourist island", and the only "offshore recreational facility" in Taiwan has become a must-visit scenic spot for tourists.To achieve objectives and implement policies pertaining to the sustainable development of the tourism industry, the Penghu County Government has stipulated the”Penghu County Autonomy Ordinance for the Management of Offshore Recreational Facilities”. This study explored tourists’ risk cognition and perceived risk of food safety on offshore recreational facilities associated with consumption behaviors and attitudes. Through convenience sampling, 470 questionnaires were distributed to tourists on offshore recreational facilities, with 427 questionnaires returned and 412 valid, representing a return rate of 87.7%.. Data collected were analyzed using the following statistical methods: descriptive statistics, independent samples t test, one-way ANOVA, regression analysis, and pearson correlation.
The study results revealed the following:
(1) Tourists with different attributes exhibited significant different risk cognition in relation to partial aspects of food safety on offshore recreational facilities.
(2) Tourists with different attributes exhibited significantly different level of perceived risk for partial aspects of food safety on offshore recreational facilities.
(3) Tourists’ risk cognition and perceived risk of food safety on offshore recreational facilities were positively correlated.
(4) Tourists’ risk cognition for food safety on offshore recreational facilities was partially positively correlated with consumption behavioral intentions.
(5) Tourists’ perceived risk of food safety on offshore recreational facilities was partially positively correlated with consumption behavioral intentions.
Finally, suggestions were proposed as follows: Government agencies should partake in interdisciplinary collaboration, increase inspections of, and impose severe punishment on unethical vendors; enhance vendors’ risk management and communication; and strengthen tourists’ awareness of risk and encourage them to engage in proper “consumer” behavior and attitudes.These measures can prevent food poisoning on offshore recreational facilities and provide a management reference for relevant government agencies.
