摘要
法語非洲地區自殖民時期以來，便是法國在非洲主要的勢力範圍。法國第五共和領導人戴高樂在60年代對非洲施行「去殖民化」政策後，便以合作政策取代舊有之殖民政策。在金融層面上，法語非洲國家迄今仍沿用最初由法國政府所主導之非洲法朗貨幣機制。除此之外，就政治層面，法國仍定期與非洲國家舉行「法非高峰會」藉此維護法國與非洲國家之官方聯繫。在軍事層面，法國自詡為非洲警察，法國不僅在非洲駐有永久之軍事基地、簽屬軍事防禦協定、軍事技術援助協定之外，法國對非洲國家事務更存在著「干預主義」。在此等結構因素之下，法語非洲國家與法國間形成了「法非特殊關係」之歷史連結。隨著中國在2000年成立「中非合作論壇」，不僅強調與非洲國家發展「中非全面戰略夥伴關係」之外，更不斷地加大對非洲之總投資額度。當中國在非洲大陸之整體國家形象日趨正面之同時，反觀法國在非洲傳統勢力範圍之綜合影響力卻大幅度地衰退。故法國將中國在非洲崛起之影響力視為威脅來源。再者，法、中兩國基於能源、石油、非洲市場領域同為既得利益者，基於現實主義所論述國家追求權力極大化之假設，中法兩國必然在非洲形成權力競合關係。本文旨在以現實主義之權力與利益的核心概念分析法國與中國在非洲權力競合關係，以及非洲相關國家是否能藉此成為中國與法國權力競合中之平衡者。

Abstract
Francophone Africa has been regarded as France’s major sphere of influence in Africa since the colonial era. In terms of France’s African policy, the founder of French Fifth Republic Charles de Gaulle has conducted the decolonization policy to replace the ancient French colonial policy since 1960s. In the financial sphere, many French-speaking Africans today are still using the French-backed currency CFA franc which was invented by French colonial government. Besides, in the political sphere, France has been holding the “Franco-African Summits” regularly to maintain its close official ties with these African countries. In terms of military sphere, France has been playing the role of policeman in Africa, it has established not only permanent military bases in Africa, but also signing several defense agreements and military assistance agreements with African countries, as well as applying its “interventionism” in terms of African affairs. Due to these multi-factors above, French-speaking African countries had established a historical network tie with France, which is defined as the so-called “Françafrique”. As China established the Forum on China-Africa Cooperation (FOCAC) in 2000, it emphasizes not only the significance of building the framework of “Comprehensive strategic and cooperative partnership” with African countries, but also continually increasing its total investments into Africa. Most of the African countries started to have positive national image about China in the African continent, meanwhile, France has been facing the decline of its influence in the Francophone African countries. France regards China’s rise in Africa as a threat to its powers, and stakeholders in the field of African energy, petroleum, as well as African markets simultaneously. According to the hypothesis of realism that nations seek to maximize their powers, power competition between these two countries in Africa is therefore inevitable. This thesis applies the core values of powers and interests in realism to analyze the competitive and cooperative relationship of France and China in Africa, as well as to explore whether the relevant African countries are able to become the power balancer between China and France.
