本文將營運資金融通（working capital finance）因子引進於


完整凱因斯總體模型的總合供給面，從而探討政策當局如何運用政策


工具達成其所設定的政策目標。為了突顯營運資金融通的重要性，本


文首先以完整凱因斯總體模型－總合需求與總合供給模型來從事政


策搭配。政策當局以充分就業，物價穩定做為政策目標，財政支出及


貨幣供給做為政策工具，結果發現政策當局無法用其政策工具達成其


所設定的政策目標，因而政策搭配係不可行的。進而，以營運資金


融通納入完整凱因斯模型內的總合供給面，來修正完整凱因斯總體經


濟－總合需求與總合供給模型，使得政策當局可運用財政與貨幣政


策，達成所欲追求之政策目標。
