自2013年底,中國大陸開始推動一帶一路倡議以來,北京試圖進行其國內經濟結構的轉型,同時該倡議也是其追求國際地位的一種手段。國際建制是一個重要的分析架構,在一個特別的議題領域上來引導或推動行動;本文即以國際建制作為理論架構,試圖分析中國大陸一帶一路倡議的發展特色與模式,並探討其推動一帶一路的政經動機為何?同時解釋各國項目的執行及地理區域的分布模式,並對各地區的執行成效進行探討,以及亞投行結構因素的改變是否會影響一帶一路基礎建設項目的推動及執行?而國際建制中的國際結構或國際規範,是否可凝聚參與國家的向心力,進而造成相互間的合作,更是一個值得關切的重點。亞投行是一個多邊的發展銀行,雖然北京是最大出資國,但多邊的體制在政治影響力方面,必然遠低於雙邊關係的政治運作。當中國大陸建立一個多邊發展銀行,想追求更多自己國家的政治及經濟目標,同時也想取得更多國際認同及更多國家的參與時,那麼一帶一路倡議執行項目的成效及走向必定是會有所限制。
Abstract
In the end of 2013, China launched its ambitious project, One Belt One Road Initiative (BRI). Its main motivations are politically to utilize BRI as an instrument to promote China’s international status, and economically to foster the transformation of domestical economic structure. This study employs international regime as a theoretical framework, in an attempt to analyze the development features and patterns of China’s BRI. In addition, this study also endeavors to explore China’s motivation in the creation of BRI and explain the implementation and geographical distribution of infrastructure projects in BRI countries. This study then intends to evaluate the effectiveness of BRI. Finally, the study argues that although Asian Infrastructure Investment Bank (AIIB) is politically constructed by China, with the primary purpose to financially support BRI projects, the Bank’s transforming into a multilateral development bank and guiding by international regulation inevitably disconnect its financial linkage with BRI. The outcome of such development needs to offer more observation for the years to come. Although Beijing is the largest investor, the AIIB is a multilateral development bank, the political influence of the multilateral system is far less than the bilateral relations. When China establish a multilateral development bank to pursue more political and economic goals of its own countries, moreover they want more international recognition and participation of more countries, the effectiveness and direction of the implementation of BRI will be limited.
