摘 要
在2050年淨零排放的全球共識下，再生能源將是未來能源發展的主流。
而台灣因為有地理條件的優勢，相當適合離岸風電的發展，所以在政府的能源政策規劃，離岸風電裝置容量至2035年將達20.6GW，上述的背景使得國際風電開發商紛紛至台灣來進行離岸風場的開發，也讓台灣離岸風電產業得以蓬勃發展。
本研究將以離岸風電水下基礎製造業的發展為研究的主軸，以質性的個案研究為研究方法，透過與此產業界的專家及業者深入訪談以了解整個產業的狀況，利用策略競爭理論及工具協助個案公司在此產業中找到發展的機會，限制與威脅，並進而提出其經營發展策略，以尋求個案公司在此產業的永續發展。

Abstract
Under the global consensus of net-zero emissions in 2050, renewable energy will be the mainstream of future energy development.
Due to its geographical advantages, Taiwan is quite suitable for the development of offshore wind power. According to the government's energy policy plan, the capacity of offshore wind power installations will reach 20.6GW by 2035. The above background has caused international wind power developers to come to Taiwan one after another. The development of offshore wind farms has also allowed Taiwan's offshore wind power industry to flourish.
This study will take the development of offshore wind power underwater basic manufacturing industry as the main research axis, and use qualitative case study as the research method. Through in-depth interviews with experts and industry players in this industry, we will understand the status of the entire industry and use strategies. competition theories and tools help the case company find development opportunities, restrictions and threats in this industry, and then propose its business development strategies to seek sustainable development of the case company in this industry.
