臺灣四面環海，因此海運對臺灣經濟及貿易發展扮演重要的角色，而商港是海運首要之門戶。曳船業務則為商港區域海運運輸關聯服務其中一環，主要協助船舶進、出港及移泊作業。新冠肺炎疫情影響下，導致全球海運供應鏈產生巨大衝擊，造成港口曳船業務營運量明顯減少。
本研究根據PEST分析、五力分析、資源基礎觀點、策略概念及策略鑽石模型等理論，並且利用次級資料分析法及深度訪談法，加以分析與歸納。首先探討外在環境因素對曳船業務之影響及產業競爭強度，再者檢視個案公司的核心能耐，最後擬定個案公司曳船業務經營策略。
本研究發現，曳船產業的外在環境，不單純僅受海運業影響，仍有政府政策、全球景氣、少子化趨勢、造船技術演進等許多因素值得琢磨。同時，本研究也藉由五力分析了解在國內商港及工業專用港市場，現有競爭者的競爭強度屬於激烈，以及另有潛在競爭者也不容忽視，再以資源基礎觀點找出個案公司擁有的有形資產、難以取代之無形資產，以及組織能力。
最後，本研究建議個案公司運用其競爭優勢，鎖定目標市場，藉由實戰經驗的累積，打造核心技術，以創造經營綜效，進而達成企業目標與願景，並強化外部品牌行銷，建構競爭者之進入障礙，進而產生難以被取代的核心競爭力。

　　Taiwan is surrounded by the sea on all sides, making maritime transport crucial for its economic and trade development. Commercial ports serve as the primary gateways for maritime transport. Tugboat operations are part of the regional maritime transport services in commercial ports, mainly assisting vessels in entering, departing, and shifting within ports. The COVID-19 pandemic has significantly impacted the global maritime supply chain, resulting in a notable decrease in operational volume for port tugboat services.
　　This study is based on theories such as PEST analysis, Porter’s Five Forces Analysis, the resource-based view, strategic concepts, and the Strategy Diamond Framework, along with secondary data analysis and in-depth interview, to analyze and summarize the situation. It first explores the impact of external environmental factors and industry competitiveness on tugboat operations. It then assesses the core capabilities of the case company before formulating operational strategies for its tugboat services.
　　The research finds that the external environment of the tugboat industry is influenced not only by maritime transport but also by factors such as government policies, global economic conditions, demographic trends, and shipbuilding technological advancements. Additionally, through Porter’s Five Forces analysis, the study evaluates the competitive intensity in the domestic commercial port and industrial port markets, noting the fierce competition among existing players and the significant threat posed by potential new entrants. From the perspective of the resource-based view, it identifies the tangible assets, difficult-to-replicate intangible assets, and organizational capabilities possessed by the case company.
　　Finally, the study recommends that the case company leverage its competitive advantages to target specific markets, accumulate practical experience to develop core technologies, create operational synergies to achieve corporate objectives and vision, strengthen external brand marketing to erect barriers to entry for competitors, and thereby cultivate core competitiveness.
