隨著全球政經情勢的不斷發展與變動,對許多產業來說尤其是台資網通製造業正面臨著供應鏈重組的壓力,其中多年以來台灣企業長期深耕大陸,讓中國這個全球製造中心地位更受到挑戰,許多企業開始尋求將生產基地移轉到成本更低,勞動力豐富且貿易環境更加友善的國家,如越南、泰國、馬來西亞、印尼等距離中國不遠的東南亞國家,以網通製造業來說,提供給客戶的服務主要包含新產品開發,整合原物料採購以及生產製造產品,由於網通產業的特殊性,從2017年中美貿易大戰以來,網通廠家為了分散生意上的風險已經開始進行跨國投資與生產分工。然而,業者在追求低廉的生產成本做為工廠選址的優先因素時,通常都優先選擇到人力成本低廉的開發中國家建立生產基地。 但是在過去建構全球供應鏈的經驗中,卻面臨到許多問題,導致整體供應鏈的效益不如預期。因建構全球供應鏈無法只看「成本」優勢,應同時綜合考量企業的內部資源/土地資源/原物料供應商的配合布局、是否符合當地法規與制度以及供貨給市場的敏捷度等條件,以利完整評估。對於供應鏈評價設計的探討,大多研究皆提出一套供應鏈績效評估與改善方法論,協助企業架構一個系統化供應鏈和選定關鍵性指標評價:針現行的供應鏈架構下研究如何改善精進並對未來績效目標建議改善作法,以成本最小化價值極大化為目標來做供應鏈設計。本研究探討網路通訊製造業的生產基地從中國移轉越南供應鏈評價,以SCOR模型內的指標為工具,來建立從供應鏈績效出發,結合客戶與公司營運目標的一個具有整合性且系統化的「移轉越南的供應鏈設計規劃與評估機制」,提供產業內公司可以採取系統的分析,以利決策達到其營運管理的效益。 |
Abstract |
As the global economy continues to develop and change, many industries, especially Taiwan-ese network communication manufacturing, are facing pressures to restructure their supply chains. The position of China as a global manufacturing hub is particularly challenged, prompting many companies to seek relocation of their production bases to countries with lower costs, abundant labor, and a more favorable trade environment, such as Vietnam, Thailand, Malaysia, and Indonesia—countries not far from China in Southeast Asia. The services provided to customers in the network communication manufacturing industry primarily include new product development, integration of raw material procurement, and the manufacturing of products for customers. Due to the characteristics of network communication manufacturing, since the China-U.S. trade war in mid-2017, there has already been a trend towards cross-border investment and division of labor in production. However, in pursuit of low production costs as a primary factor for factory location, manufacturers often choose to establish production bases in developing countries with low labor costs. Yet, past experiences in constructing global supply chains have encountered numerous problems, leading to overall supply chain efficiencies that fall short of expectations. Constructing a global supply chain should not solely focus on the "cost" advantage but should also comprehensively consider the company's internal resources, land resources, the layout of cooperation with raw material suppliers, compliance with local laws and regulations, and the agility of supplying to the market, in order to facilitate a complete evaluation. Most research on supply chain evaluation and design proposes a set of methodologies for supply chain performance assessment and improvement, assisting companies in structuring a systematic supply chain and selecting key performance indicators: researching how to improve and refine under the current supply chain structure and suggesting improvement methods for future performance targets, with the goal of minimizing costs and maximizing value for supply chain design. This study explores the evaluation and design of network communication manufacturing supply chains from China to Vietnam, using indicators within the SCOR model as tools to establish a planning and evaluation mechanism for the "Transfer to Vietnam Supply Chain Design" that starts from supply chain performance, integrating customer and company operational goals into a systematic and integrated approach, providing network communication industry companies with a systematic analysis to facilitate decision-making for operational management effectiveness. |
