新冠疫情對全球醫療產業帶來翻天覆地的影響，為避免病毒的傳播，許多(利潤較高)非急迫性的選擇性門診被迫取消，取而代之的是(利潤較低)對於新冠病患的照顧與醫療業務，這也造成醫院財務表現發生巨大的改變，本研究使用「數量」與「變化量」的單因子變異數分析(ANOVA)與廣義估計方程式(GEE)來分析新冠疫情對於台灣63間公立醫院的14項財務指標帶來何種影響，以及探討新冠疫情對於不同類型的醫院影響是否不同。
實驗結果顯示，新冠疫情造成全部醫院(不分組)「業務外成本」、「總資產周轉率(%)」、「負債比(%)」發生顯著的變化。在110年新冠病毒進入社區之後，醫院的「業務損益」變為下降趨勢。但是，110年「本期餘絀」是上升的，這代表衛福部相關補助措施確實對醫院的財務有所幫助。
對於不同「機構層級」醫院，新冠疫情對「地區醫院」財政造成的不利影響較顯著，「區域醫院」次之，「醫學中心」較不明顯。對於不同「權屬」醫院，新冠疫情對「公立醫學院附設醫院」與「直轄市立醫院」不利影響較明顯，對「部立醫院」與「榮民醫院」則偏向有利。 對於不同「都市化程度」醫院，新冠疫情對「高度城市化」不利影響較明顯，相反地，對「新興市鎮」與「農業市鎮」較為有利。對於不同「病房數」醫院，新冠疫情對「病床數少」不利影響較明顯，其次「病床數中」，「病床數多」影響較少。對於不同「區域」醫院，新冠疫情對「北區」與「台北」不利影響較顯著，對「外島」則偏向有利。

The COVID-19 pandemic has brought revolutionary changes to the global healthcare industry. To prevent the spread of the virus, many non-urgent elective outpatient services with higher profitability were forced to cancel, replaced instead by lower-profit care and services for COVID-19 patients. This shift has caused significant financial upheaval in hospital performance. This study utilizes one-way analysis of variance (ANOVA) and generalized estimating equations (GEE) to analyze how the COVID-19 pandemic has impacted 14 financial indicators across 63 public hospitals in Taiwan. It explores whether the pandemic's effects differ among different types of hospitals.
The experimental results indicate that the COVID-19 pandemic has led to significant changes in "non-operating expenses," "total asset turnover (%)," and "debt ratio (%)" across all hospitals (without grouping). Since the virus entered communities in 2021, hospitals have experienced a declining trend in "operating income," although "net surplus" has increased in the same period, indicating that Ministry of Health and Welfare subsidies have indeed aided hospital finances.
Regarding different types of hospitals, the pandemic's adverse financial impact is most significant on regional hospitals, followed by district hospitals, with tertiary medical centers showing less pronounced effects. Among different ownership types, public medical university-affiliated hospitals and municipal hospitals are more adversely affected, whereas government-affiliated hospitals and veterans hospitals tend to benefit. In terms of urbanization levels, highly urbanized hospitals face more adverse impacts, whereas emerging towns and agricultural towns experience more favorable outcomes. Hospitals with fewer beds are more adversely affected by the pandemic compared to those with moderate or large bed capacities. Geographically, the northern and Taipei regions are more adversely affected, while the outlying islands show a tendency towards positive impacts.
