外籍漁工的人權容易遭到侵犯,例如勞工虐待、人口販運,以及剝削等。在台外籍漁工人數目前共有20,000人,大多數為台灣遠洋船所聘僱的印尼籍漁工。近年來,在台外籍漁工面臨更多工作條件惡劣相關問題,也嚴重缺乏工作滿足感。透過探討在台外籍漁工的動機及工作條件,本研究將分析印尼遠洋漁工工作滿意度的潛在動機。研究方法為採取作為民族誌及行為研究模型的「深厚描述」,來詮釋19項與在台印尼籍漁工的深度訪談結果。研究資料顯示受訪者擔任外籍漁工的經驗,次級資料則提供與其工作條件相關的案例,後者可分為:一、受訪者來台工作的動機;二、招聘過程;三、在台的工作與生活條件;四、漁工收到薪資前的生活情況;五、安全規則;六、工作時間;七、配套設施及家人的支持等項目。此項深度質性研究顯示台灣政府正逐步改善外籍漁工的工作條件。 |
Abstract |
Migrant fishermen are prone to expose to human rights violations, such as labour abuse, human trafficking, and exploitation. Taiwan currently hosts over 20,000 fishermen, predominantly from Indonesia, who are employed on Taiwan-flagged distant water vessels. In recent years, Taiwan has experienced a notable increase in issues related to poor working conditions and disturbing lack of job satisfaction among migrant fishermen. This research will analyse on the underlying motive of Indonesian “Letter of Guarantee” Distant Water Fishermen’s job satisfaction by examining their motivation and the working conditions. ‘Thick description’ which are ethnographic and behavioural studies models will be used as the method to interpret the result of 19 in-depth interviews of Indonesian fishermen stationed in Taiwan. The data shows the interviewees’ experiences as migrant fishermen and the cases related to their working conditions from secondary data, which are categorised into: 1) motivation to work in Taiwan; 2) recruitment process; 3) working and living conditions in Taiwan; 4) before wages were received; 5) safety regulation; 6) working hours; and 7) supporting facilities and family support. This in-depth qualitative research shows that the Taiwanese government is gradually improving the working conditions of the migrant. |
