隨著全球化的進行，國家的軍事實力提升、經濟實力進步、各國間的互動日益頻繁，在此種情形下，國家間的競爭日漸增加，特別是新興強國與霸權國家間的競爭。本文使用 Erik Voeten 第 27 版之聯合國大會投票數據，針對巴勒斯坦議題、核子武器議題、裁軍議題、人權議題、殖民議題、經濟發展議題等六大類別議題進行分析，並使用熱度圖將立場相同國家進行標示，探究霸權國美國與新興強國中國之間的勢力範圍變化與霸權國美國對於公共財的提供意願變化進行研 究。

The globalization upgrades the military and economic power of many countries, the intensive interaction between countries is therefore increasing. In this case, the competitions among countries are increasing, especially emerging countries and hegemonic countries.
Based on the Erik Voeten’s data V27 which Erik Voeten stresses Palestinian conflict, nuclear weapons and nuclear material, arms control and disarmament, human rights, colonialism, and economic development, This thesis distinguishes those different stand countries from one of United Nations member state--America by heatmap and analyzing the transformation of sphere of influence between hegemonic country (America) and emerging country (China). Besides, the change of the U.S. offering public good will be examined.
