聯合國在2005年提出涵蓋環境、社會和公司治理的ESG概念。近幾年全球注重永續發展的趨勢下，企業開始將永續發展納入經營策略當其中，並透過永續報告書向外界揭露企業的永續發展成果及未來目標。本研究特別以六家在亞洲資本額及規模均較大的電信公司──（日本）NTT Docomo、香港電訊、（馬來西亞）Maxis、中華電信、遠傳電信、台灣大哥大──爲研究對象，並參考陳怡君（2022）的内容分析、編碼與評分方法，探討這些公司的SDG實踐情況。為確保分析的客觀性，筆者抽取部分這些公司的報告書內容，和另一位評分者進行SDG作爲的歸類和評分，並計算歸類的評分者間同意度和評分的評分者間信度。結果發現，評分者間的同意度和信度均甚高，而六家電信公司最常見的落實目標為SDG 9產業、創新和基礎建設、SDG 13氣候行動和SDG 16和平、正義及健全的司法。但SDG 2終止飢餓和SDG 14保育及維護海洋資源，則較少涉及。根據以上結果，本研究建議電信公司檢閲SDG目標細項内容，提升揭露的全面性。針對電信公司目前較少致力的目標，則建議業者未來可與相關單位合作，嘗試擴大實踐目標的範圍。

In 2005, the United Nations proposed the concept of ESG (Environmental, Social, Governance). In recent years, companies have started to incorporate sustainability into their business strategies and disclosed their sustainable development achievements and future goals in sustainability reports. This study focused on six large telecom companies in Asia with significant capital: NTT Docomo (Japan), Hong Kong Telecom, Maxis (Malaysia), Chunghwa Telecom, Far EasTone, and Taiwan Mobile. Using the method devised by Chen (2022), I examined these companies’ SDG (Sustainable Development Goal) practice mentioned in their sustainability reports. To ensure objectivity, I sampled 139 pages from the reports and then classified and scored the SDG actions mentioned on these pages by myself and by another rater. Both our interrater agreement and interrater reliability were very high, indicating that my classification and scoring were reliable. Results also showed that the six telecom companies mainly implemented SDG 9 (Industry, Innovation, and Infrastructure), SDG 13 (Climate Action), and SDG 16 (Peace, Justice, and Strong Institutions). However, SDG 2 (Zero Hunger) and SDG 14 (Life Below Water) were less involved. Based on these findings, I recommend that telecom companies should read the SDG targets more carefully, so that they could enhance the comprehensiveness of their disclosure. For SDGs seldom mentioned by the companies, the companies could collaborate with other partners to broaden the scope of their SDG efforts.
