集團企業是企業採取多角化元策略跨入核心事業以外的產業後，聚集所成立的各個企業所形成的集團。當集團企業的母公司在不同產業設立子公司後，必然會面臨母公司如何管控子公司的議題。本研究認為因不同企業在行政庶務作業上會有普同性，使得母公司與各子公司皆會有類似的行政作業，故可探討母公司在各項行政庶務作業上對各子公司的支援，以了解母公司在日常營運支援上對子公司可能的管控。
本研究採用個案研究法，以台灣水泥傳統產業中的XL集團企業為研究對象，探討該集團母公司(XL公司)對其各關係企業所支援的各種行政業務，藉此以了解此種管控機制的作法。所收集的次級資料，包括官網資料與內部各種報告。
結果發現母公司(XL公司)的稽核室、董事會秘書室、法務處、財務處、資訊處、行政秘書室、總管理處、總務部等單位，皆可對倉儲物流(水泥儲轉、散雜貨裝卸)、資產開發、國內健康服務、旅館開發、國外健康服務等關係企業，提供行政業務上支援。而人力資源處、策略經營處、永續發展辦公室、業務部等單位則受限各國法令規範的差異性、海外服務的不易性、自身業務項目的獨特性、集團層級業務的專屬性，而僅能提供部分的支援，甚至無法提供支援。
由此可知，集團母公司對子公司提供各種的日常行政支援，將可達到在稽核、法務、財務、資訊、總務等庶務上的管控，但在人資、策略、業務上有最少的管控；而讓子公司雖在庶務上接受管控，但仍可在業務發展有足夠的授權。

Conglomerates represent a strategic organizational form where a parent company diversifies into industries beyond its core business, resulting in the establishment of multiple subsidiary entities. When a conglomerate's parent company establishes subsidiaries across different industries, it inevitably faces the challenge of governance and control over these entities. This study posits that there exists a degree of uniformity in administrative operations across different firms, suggesting that both the parent company and its subsidiaries may engage in similar administrative activities. Consequently, this research seeks to examine the extent of administrative support provided by the parent company to its subsidiaries, with the aim of elucidating the mechanisms of control that the parent company may exert through daily operational support.
The methodology employed in this research is a case study approach, focusing on the XL conglomerate within Taiwan’s traditional cement industry. The study investigates the various administrative services rendered by the parent company (XL Company) to its affiliated enterprises, in order to discern the control mechanisms employed. The data collected for this research comprises secondary sources, including official website information and various internal reports.
The findings reveal that the parent company (XL Company) provides administrative support through its Audit Office, Board Secretariat, Legal Department, Finance Department, Information Department, Executive Secretariat, General Management Department, and General Affairs Department. These departments extend their support to affiliated enterprises involved in warehousing and logistics (including cement storage and transfer, and bulk cargo handling), asset development, domestic healthcare services, hotel development, and overseas healthcare services. However, departments such as the Human Resources Department, Strategic Management Department, Sustainability Office, and Sales Department are constrained by differences in national regulations, challenges associated with providing overseas services, the unique nature of their business activities, and the specialized nature of group-level operations. As a result, these departments are only able to offer limited support or, in some cases, no support at all.
In conclusion, the parent company of a conglomerate is capable of exerting control over its subsidiaries in areas such as auditing, legal affairs, finance, information systems, and general administration by providing various forms of daily administrative support. However, the degree of control in the domains of human resources, strategic management, and business operations is considerably lower, thereby allowing subsidiaries to operate with a significant degree of autonomy in their business development while still being subject to administrative oversight.
