本研究以1995年到2025年美國財政部匯率報告中的臺灣個案為分析對象，探討美國對匯率操縱國的認定，除經濟條件與法律標準外，是否亦可能受到臺灣戰略重要性與美臺關係影響。由於正式認定仍涉及對匯率政策目的之判斷，本研究以此裁量空間作為分析切入點。
研究採個案研究法與質性文件分析，整理臺灣歷年符合匯率操縱判定要件及美國財政部處理情形，並將1995年到2025年分為三個時期，比較相同要件組合下的政策處理差異，再結合美臺政治互信、對臺軍售、臺海安全環境及半導體供應鏈重要性進行分析，並以瑞士、越南及中國案例作為有限的經驗對照。
研究發現，臺灣在觀察期間多次符合一項以上判定要件，2021年兩期報告更同時符合三項量化標準，但始終未被正式認定為匯率操縱國。分析結果顯示，量化標準雖為重要評估基礎，最終認定仍具有一定裁量空間；臺灣戰略重要性與美臺關係的變化，與美國財政部對臺處理方式呈現一定程度的相互呼應。惟受限於單一個案、關鍵案例數量及內部決策資料，本研究尚不足以確認兩者具有直接因果關係。

This study examines Taiwan in the U.S. Department of the Treasury’s foreign exchange reports from 1995 to 2025 to explore whether currency manipulator designations may be shaped not only by economic and legal criteria, but also by Taiwan’s strategic importance and U.S.–Taiwan relations.
Using case study and qualitative document analysis, the study compares Treasury responses across three periods under the same combinations of designation criteria. It also considers U.S.–Taiwan political relations, arms sales, cross-Strait security, and Taiwan’s role in semiconductor supply chains, with Switzerland, Vietnam, and China as supplementary comparisons.
The findings show that Taiwan repeatedly met one or more criteria and met all three quantitative criteria in both 2021 reports yet was never formally designated a currency manipulator. This suggests that final designation involves a degree of policy discretion. Taiwan’s strategic importance and U.S.–Taiwan relations appear to correspond with Treasury treatment, but the evidence is insufficient to establish a direct causal relationship.
