Abstract
Abstract
The endangerment of Indigenous languages has become a critical challenge for Taiwan’s cultural development. Although the Indigenous Languages Development Act and various language education policies have been implemented, and the government has invested substantial resources to strengthen revitalization mechanisms, practical contexts still encounter problems such as low learning motivation, insufficient teachers, uneven resource distribution, and cultural disconnection, which hinder expected outcomes. Existing studies have mostly focused on legislative frameworks and educational systems, with less attention given to community-based dynamics, the functional positioning of key actors, and the empirical analysis of gaps between policy implementation and language learning. This study first examines the learning challenges under current policy execution and introduces the perspective of language ecology, emphasizing that the sustainability of language vitality requires not only institutional support but also cultural practices and active community participation to build resilient transmission mechanisms. Taking Saisiyat as a case study, qualitative methods were employed, including in-depth interviews and thematic analysis, to explore the practices and interactions of key actors-elders, language teachers, promotion officers, government representatives, and learners-in language transmission. Findings indicate that while policy-driven language classes provide institutional guarantees, their limited integration with community cultural contexts leads to insufficient participation and sustainability. Elders hold a unique role in transmitting specialized vocabulary and cultural knowledge, yet their function is often weakened due to a lack of institutional support. Language teachers face challenges such as limited instructional hours and constrained teaching materials, which hinder the full integration of elders’ knowledge. Although young learners lack daily language environments, they demonstrate relatively stable engagement and cultural identification through festivals, songs, and family interactions. These results highlight that language transmission relies primarily on internal cultural practices and endogenous community dynamics, rather than being achievable through institutional design alone. Therefore, future Indigenous language policy planning should move beyond standardized and one-dimensional teaching models toward strategies that align more closely with community realities and cultural contexts, reinforcing the complementarity between institutional support and cultural practice, while enhancing community participation to construct a more sustainable pathway for language transmission.
