酒後駕車往往造成重大人員傷亡以及社會成本支出，每個人都有可能成為酒後駕車事件受害者。當發生酒後駕車事件時，社會大眾期許警察能夠加強取締酒後駕車來預防此類事件發生，而警察如何運用取締酒後駕車攔查裁量權，在執法資源有限的狀況下，有效率取締酒後駕車，目前並沒有太多學術研究與實務報告進行探討，因此本研究期望能夠找出影響警察取締酒後駕車攔查裁量行為因素。本研究運用基層官僚理論以及事件系統理論建構研究架構，透過理論以及具有實務經驗的警政幹部建議設計問卷，將研究對象聚焦於高雄市政府警察局新興分局及苓雅分局外勤員警，後續進行滾雪球抽樣，並發放線上問卷來收集問卷數據，最後進行量化分析問卷數據。本研究發現員警在特定場所附近取締酒駕，會加強員警取締酒後駕車裁量行為；另外發現車輛具有特定態樣也會影響取締酒駕攔查裁量行為，當員警認為個別酒後駕車事件的關鍵性越高，越會加強其對於攔查車輛篩選行為。警政機關能參考本研究，分析影響所屬員警取締酒後駕車裁量行為的因素，以此作為編排取締酒後駕車策略考量，提升員警取締酒後駕車效率。

Drunk driving often causes severe casualties and increase social problems, and everyone may be a fall victim of drunk driving if he or she is careless of drunk driving issues. About drunk driving incidents, the public would expect the police to make every effort to decrease the drunk driving influences. Much has emphasized the importance and methods of decreasing the drunk driving incidents through the police effort, but we have not clearly understood about how the police have a clampdown on the drunk driving with discretion and determinants of using discretionary powers properly in the drunk driving clampdowns.
Based upon the Street-level bureaucracy theory and Event system theory, this study developed the research framework and used an online survey to examine the views of seasoned police personnel on the drunk driving clampdown issues. The study found that the thermal regions of drunk driving is the vital factor influencing the police officers on using discretionary powers properly in the drunk driving clampdowns
The police officers would use discretionary powers in the drunk driving clampdowns based on car types and models. Significantly, using discretionary powers in the drunk driving clampdowns almost depends on the actual situation of each of drunk driving clampdowns that the police officers evaluate the probability to the drunk driving cases.
