本文的重點在於探究習近平如何對內處理中國長年以來的環境污染問題,對外則是分析中國在面對氣候變遷的挑戰時,如何來達成「減碳」此一重要目標。習近平上任後在他的指導思想「習近平思想」中,高舉著「生態文明」此一大旗,將處理環境污染視為是其執政下最重要的工作與治理成果,並且還想向其他國家推銷中國的「治理方案」。 本文在分析中國整體的自然環境狀況,以及治理污染的過程中,看到中國不只存在著各式各樣的污染問題,同時針對不同污染所採取的處理方式,儘管在短時間內污染問題受到改善,但從長期的發展來說,習近平解決污染的成績單,本文發現在現實層面上並非像官方所說的那麼樣地有效。 本文後續在氣候變遷的討論部分直指中國的問題是「碳排」,習近平原本想依賴能源轉型,並投入綠色經濟的領域,讓中國在這場氣候競賽中出頭,可是能源轉型面臨到許多困境,最大的難題在於該如何維護能源的安全與穩定,其次是在轉變的路途中保持成長,再者因國際局勢改變、中國內部的治理壓力日漸升高,據此,本論文認為習近平的「環境治理」未來仍深具挑戰。 |
Abstract |
The thesis is to explore how Xi Jinping deals with China's long-term environmental pollution problems internally, and externally to analyze how China achieves the important goal of "carbon reduction" when facing the challenge of climate change. After taking office, Xi Jinping held high the banner of "ecological civilization" in his guiding ideology "Xi Jinping Thought". He regarded dealing with environmental pollution as the most important work and governance achievement under his administration, and he also wanted to promote China’s “governance plan” to other countries. When analyzing China's overall natural environment and the process of pollution control, we can see that China not only has various pollution problems, but also the treatment methods adopted for different pollutions. Although the pollution problems have been improved in a short term. But in terms of long-term development, this paper finds that Xi Jinping’s report card on solving pollution is not actually as effective as officials say. The part about climate change directly refers to China's "carbon emissions" problem. Xi Jinping originally wanted to rely on energy transformation and invest in the field of green economy to make China stand out in this climate competition. However, energy transformation faces many difficulties, the biggest difficulty The first is how to maintain energy security and stability, the second is to maintain growth during the transformation process, and the third is that due to changes in the international situation, China's internal governance pressure is increasing. Based on the above content, this paper believes that Xi Jinping’s “environmental governance” will still face deep challenges in the future. |
