隨著全球化與高等教育國際化的推展,臺灣逐漸成為亞洲區域內外籍學生的重要留學目的地之一。然而,近年來部分東南亞國家的經濟持續成長,教育資源與生活條件也有所改善,促使本研究關注一個關鍵問題:當原屬開發中國家的學生,其原始母國經濟發展後,是否仍會選擇臺灣作為留學的首選?

本研究以 2014 至 2023 年為研究期間,針對馬來西亞、印尼、泰國與越南等四個主要新南向國家,探討其學生赴臺留學的趨勢與影響因素。研究以 Lee(1966)推拉理論為分析基礎,並結合 Cantwell 等人(2009)所提出的動態推拉觀點(Dynamic Push–Pull Perspective),以說明留學動機如何隨經濟與政策條件的變化而調整。在傳統推拉架構中,學生的跨國流動多被視為推力與拉力之間的靜態互動;然而,本研究主張,隨著母國經濟的逐步改善與政策環境的變化,推力雖然減弱,但目的地國若能透過制度設計與文化優勢,仍可維持甚至強化其吸引力。

研究方法採用教育部統計資料與 IIE 數據進行次級資料分析,並透過趨勢比較與政策文本對照,分析各國學生流動之變化。研究結果顯示,四國來臺留學生整體呈穩定上升趨勢,特別是印尼與越南成長幅度顯著,顯示臺灣在區域教育市場中已形成一定的吸引力。與此同時,美國作為傳統主要目的地,其吸引力在部分國家呈現下降或停滯,反映出學生留學行為已不再單純受推拉因素主導,而是基於多重條件下的「目的地選擇」結果。

綜合而言,本研究的貢獻在於將推拉理論延伸至「選擇行為」的層次,強調留學生的決策並非被動地受推拉力量牽引,而是主動評估不同目的地的相對可及性與教育價值。本研究亦指出,新南向政策在提升臺灣能見度與吸引東協學生方面具有成效,但在教育品牌、學位國際認可與長期留才政策上仍存挑戰。未來若能在政策誘因之外,進一步深化教育品質與制度吸引力,臺灣將有機會在區域教育合作中建立更具持續性的優勢。
Abstract
With the advancement of globalization and the internationalization of higher education, Taiwan has increasingly become a major study destination for international students in Asia. However, in recent years, several Southeast Asian countries have experienced notable economic growth, along with improvements in education and living conditions. This raises a key question: as these developing countries become more economically advanced, will their students continue to choose Taiwan as their primary destination for higher education?

This study examines the trends and influencing factors of international student mobility from Malaysia, Indonesia, Thailand, and Vietnam—four major countries targeted by Taiwan’s New Southbound Policy—during the period of 2014 to 2023. The analysis is grounded in Lee’s (1966) Push–Pull Theory, combined with the Dynamic Push–Pull Perspective proposed by Cantwell et al. (2009), to explain how students’ motivations to study abroad adjust under changing economic and policy conditions. While the traditional push–pull framework treats migration forces as static interactions between origin and destination countries, this study argues that as home-country economies improve, the push forces tend to weaken; however, destination countries with institutional incentives and cultural affinity can still sustain or even enhance their attractiveness.

Using secondary data from the Ministry of Education of Taiwan and the Institute of International Education (IIE), the study employs trend analysis and policy comparison to explore variations in student flows. The findings indicate a steady increase in the number of students from the four countries studying in Taiwan, with Indonesia and Vietnam showing particularly strong growth. In contrast, the number of students studying in the United States has stagnated or declined slightly, suggesting that students’ study-abroad decisions are no longer driven solely by push and pull forces, but by destination choice behavior that reflects multiple considerations.

The major contribution of this study lies in extending the push–pull framework toward a choice-oriented perspective, emphasizing that students’ mobility is not a passive response to external forces but an active process of evaluating the relative accessibility and perceived value of different destinations. Policy-wise, while Taiwan’s New Southbound Policy has effectively increased visibility and student recruitment in Southeast Asia, challenges remain in enhancing educational branding, international degree recognition, and long-term talent retention. Future higher education internationalization strategies should therefore shift from quantitative expansion to qualitative enhancement, strengthening Taiwan’s sustainable competitiveness as an emerging study destination in the Asia-Pacific region.
