為解決人口過度集中都市及城鄉發展失衡問題，2019年台灣積極推動「地方創生」政策，以帶動地方人口回流為目標。本文以七美島為行動研究之個案，其為澎湖最南端之離島，風景優美、海底生態壯觀，但看似蓬勃繁榮的觀光業，實際未能帶動地方事業體發展，居民飽受觀光發展衝突，導致當地人口流失。
本研究之研究途徑採行動研究法，前期先盤點島上之創生DNA（產、地、人）資源；透過回顧生態旅遊、體驗經濟及地方創生等相關文獻設計七美的「島境探訪」遊程；在實際行動（遊程辦理）前後各辦理一場焦點團體訪談，聆聽地方關係人之意見，以增加遊程設計的周全性；在遊程辦理階段，針對實際參與之8位旅客，進行觀察筆記及遊程反思。最後，透過蒐集資料的分析，修正在地遊程設計以符合地方創生之精神與目的。
本研究提出之結論有：1、地方限定的深度體驗遊程有助於離島深度觀光發展的推廣；2、結合地方創生觀點的深度體驗旅遊適合在七美島施行且符合在地需求。最後，本研究針對七美島未來持續推動深度遊程提出實質的建議以供相關單位之參考。

In order to solve the problems of the over-concentration of the population in the cities, and the imbalance between urban and rural development, Taiwan has actively promoted the "Regional Revitalization" policy in 2019, with the goal of driving the local population to return. This paper takes Chimei Island as a case study. It is the southernmost offshore island of Penghu with beautiful scenery and spectacular underwater ecology, but the seemingly prosperous tourism industry actually fails to drive the development of local businesses, and the residents are suffering from the conflict of tourism development, resulting in the loss of local populations.

This study was designed using the Action Research. Taking stock of the island's unique local resources first, and by reviewing the literature on the "Ecotourism", "Experience Economy", and "Regional Revitalization" to design the "Island Visit" itinerary for Chimei Island. Conduct a focus group interview before and after the actual operation (tour) to listen to the opinions of local stakeholders in order to enhance the comprehensiveness of the tour design. During the tour processing stage, take observation notes and reflections on the tour for the 8 tourists who actually participated. Finally, through the analysis of collected data, the local tour design was revised to meet the spirit and purpose of regional revitalization.

The conclusions of this study are: 1. Local exclusive experience tours can help promote the development of in-depth tourism in the offshore islands. 2. In-depth experience tours with a regional revitalization perspective are suitable for implementation in Chimei Island and conformity to local needs. Lastly, this study proposes concrete suggestions for the future promotion of in-depth tours to Chimei Island for the reference of the relevant units.
