參考古代歷史上「絲路」的成功,中國開啟了「一帶一路(Belt and Road Initiative)」的新政策。儘管一帶一路應能以和諧、共贏的方式捍衛全球化,進而促進國際間的貿易與合作,該政策實然並不受西方國家的歡迎,甚至迎來批評;各國的政治領導人對於中國針對一帶一路的官方說詞與建立真正平等貿易關係的意願仍存質疑。因此,本研究以奧地利為例,探討中國與奧地利間的一帶一路是否真正帶來所謂的「雙贏局面」。透過分析2018年1月1日至2020年5月20日,來自奧地利國內報社的新聞文章以及與五間奧地利企業之決策者進行之實際訪談,本文旨在研究社會對於一帶一路的多元立場、中國施行一帶一路真正的動機與策略、一帶一路對奧地利的經濟政策、以及新冠肺炎的衝擊是否影響大眾對於一帶一路的觀感。實證結果顯示,一帶一路並未為奧地利及中國創造雙贏的局面;奧地利企業對於中國針對一帶一路的官方說詞持相反立場。雖然一帶一路可為奧地利帶來龐大的商機,然其所屬歐盟缺乏團結及統一的策略與中國建立平等的貿易夥伴關係。不夠充足的準備為中國在歐洲開啟了更大的一扇門,在與歐洲各國(包含奧地利)的一帶一路關係上獲取更大的利益。 |
Abstract |
China promotes the Belt and Road Initiative (BRI) based on ancient silk road principles. While BRI should defend globalization and enhance trade and collaboration in a harmonious win-win style, the initiative is heavily criticized and distrusted by the West. Political leaders doubt China’s official narrative and willingness to create a balanced partnership of equals. This thesis analyzes whether BRI constitutes a win-win situation for Austria and China. Attention is paid to different perceptions of BRI, China’s motives with the initiative, economic implications for Austria, and the impact of the Covid-19 pandemic on trust in BRI. Empirical data stems from the analysis of news articles of three Austrian daily newspapers and from five semi-structured interviews with decision-makers of Austrian companies. The research period runs from 1 January 2018 to 20 May 2020. The findings suggest that to date, BRI does not constitute a win-win situation for Austria and China. Austrian perceptions stand in contrast to China’s official narrative. The findings indicate that BRI holds significant economic potential for Austria. However, the EU lacking cohesion and a common approach towards BRI opens the door for China to develop BRI according to its own ideas. |
