俄羅斯和臺灣都是在科技領域前景看好的強大經濟實體。長期以來,蘇聯和俄羅斯聯邦都在從事高科技領域的研究,而台灣則成為半導體等高科技產品的主要製造中心。這將雙方自1991年蘇聯解體之後推向互相的合作關係。
研究指出雖然俄臺雙方在科技領域的合作具備強大的經濟潛力,但成長率並不高。研究也反應出新竹科學園區及斯科爾科沃基金會(Skolkovo Foundation)等研究中心對此次的合作發展有幫助,且俄臺雙方也對共同發展高科技領域感興趣,中間仍存在著一些問題嚴重阻礙著合作的發展。
科技園區是俄臺雙方發展長期高科技合作的好地方。研究顯示儘管雙方努力擴大合作規模及潛在的雙邊貿易,但在雙方的重點高科技領域合作中仍存在一些未解決的問題。
Abstract
Russia and Taiwan are strong economic entities that have a great future in the technological sphere. For a long time, the Soviet Union and then the Russian Federation were engaged in research in the field of high technology, while Taiwan became the main manufacturing center for semiconductors and other high-tech products. This arrangement pushed both sides to develop mutual cooperation since 1991, when the USSR collapsed.
My research findings indicate that cooperation between Russia and Taiwan has a huge economic potential in this area, but the growth rate is not so high. This research reflects that although research centers such as Hsinchu Science Park and Skolkovo Foundation help in the development of this cooperation. Legal research reflects that despite interest of Russia and Taiwan in the development of cooperation in the field of high technologies, there are a number of problems that significantly slow down development of collaboration.
Science parks are the places where Russia and Taiwan can develop long-term scientific and technological cooperation. My research reflects that there are a number of unresolved problems in the key high-tech area of Russian-Taiwanese cooperation, despite the efforts of the parties to increase the volume of cooperation and the high potential of mutual trade.
