台灣社會人口結構不僅因銀髮浪潮造成轉變，也為無障礙旅遊市場增加新的需求者。非營利組織為推動無障礙旅遊，必需透過與政府及企業合作以獲得足夠的資源和協助。本研究之主要目的著重在深入了解非營利組織如何運用跨部門合作推動無障礙旅遊的多元內涵及其複雜性。
　　本研究利用兩個台灣推動無障礙旅遊之非營利組織進行研究，並佐以政府部門與企業單位的角度，深入探究非營利組織運用跨部門合作推動輪椅使用者團體旅遊模式與過程所面臨之困難和挑戰。主要選擇之受訪個案對象為兩個組織的主管與承辦人5位，以及其所合作的政府部門2位和旅遊業者3位，共計10名，再利用次級資料與訪談資料相互檢核。
　　本研究將資料分析結果歸納成非營利組織推動無障礙旅遊之動機與服務內容、運用跨部門合作之動機和互動模式以及運用跨部門合作推動無障礙旅遊上的困境及未來發展策略三個面向。綜整前述觀點，本研究梳理出三個主要發現：非營利組織於跨部門合作時著重平等互惠、振興政策與獎助優惠有助於跨部門合作、不同部門思維乃是跨部門合作上之主要阻礙。
　　最後，本研究依研究發現分別提出對三類群之建議。首先，對非營利組織之經營建議為建構跨域合作平台以及嘗試社會企業經營模式；對政府之政策建議為設立跨部門協調推動平台、完善獎助政策措施以創造市場經濟價值；對旅遊業者之推動建議為提升工作人員專業、減少規劃大型團體且透過持續多元的活動強化服務品質。

　　The demographic structure of Taiwan's society is not only changing due to the aging population, but also adding new demanders to the market of accessible tourism. In order to promote accessible tourism, nonprofit organizations need to collaborate with governments and corporations to obtain sufficient resources and assistance. This study seeks to deeply understand diverse connotations and complexities of how nonprofit organizations employ cross-sector collaborations to promote accessible tourism.
　　This study collects data from two nonprofit organizations that promote accessible tourism in Taiwan and the perspectives of governments and corporations. The goal is to deeply explore the difficulties and challenges facing nonprofit organizations’ usage of cross-sector collaborations in promoting wheelchair user group travel. This study conducts ten interviews, including five nonprofit managers and staff members, two government officials and three travel agency managers, and then examine interview data and secondary data together.
　　This research summarizes data analysis results into three aspects: motivations and service content of nonprofit organizations’ accessible tourism promotion, motivations and interaction patterns of using cross-sector collaborations, and predicaments and future development strategies of using cross-sector collaborations to promote accessible tourism. Three main findings include: (1) nonprofit organizations focus on equality and reciprocity in cross-sector collaborations; (2) revitalization policies and incentives are helpful for cross-sector collaborations; (3) different institutional ways of thinking serve as the main obstacle in cross-sector collaborations.
