臺灣漁會雛型起源於日據時代，在輝煌時期的高雄區漁會曾擁有豐收的魚貨與發達的漁業產業。隨著時代變遷，漁會的功能與角色不斷改變，此時突顯漁會在經營管理方面的重要性，尤其是無法跟上時代腳步的漁會，更是面臨營運虧損與解散或合併的困境。因此，本研究以高雄區漁會為研究個案，探討漁會的事業經營管理策略，分析漁會既有的內外部環境條件後，藉由創新策略克服目前漁會事業經營與轉型的困難，以及未來如何提高漁會事業經營的效率與品質，並推動經營各項創新事業。
本研究針對高雄漁會組織進行環境條件分析，使用PEST分析工具，瞭解漁會組織外部的總體環境條件；再以SWOT分析工具，瞭解漁會組織內部的優勢條件與劣勢條件，剖析漁會目前的環境條件可能的機會與威脅。根據SWOT矩陣策略結合個案訪談結果，擬定適合高雄區漁會的創新策略，提供漁會在事業經營管理與轉型策略之建議。最後，本研究發現漁會的內部政治環境對事業經營管理具有直接關聯性的影響，漁會若能導入企業管理的相關制度，可提升事業經營成效與改革創新的可能性，以及改善會員服務，進而協助事業經營轉型。

The form of the Taiwan Fishermen Association originated from the Japanese colonial period. In its glory days, the Kaohsiung District Fishermen's Association had a good harvest of fish and a well-developed fishery industry. As times change, the functions and roles of fisherman's associations continue to change, especially highlighting the importance of management. In particular, those fisherman's associations that cannot keep up with the times are facing the adversities of operating losses, dissolution or mergers. Therefore, this study takes Kaohsiung District Fishermen’s Association as a case study to explore the business management strategy of fishermen’s association. After analyzing the existing internal and external environmental conditions of the fishermen’s association, it uses innovative strategies to overcome the current difficulties in the management and transformation of the fishermen’s association business, and how to improve the efficiency and quality of future fishermen’s association business operations, and promote the various innovative businesses.

This study analyzes the environmental conditions of the Kaohsiung Fishermen's Association, and uses PEST Analysis to understand the overall external environmental conditions. In addition, SWOT Analysis is used to understand the internal advantages and disadvantages, and to analyze the possible opportunities and threats of the current environmental conditions of the fisherman's association. Based on the SWOT matrix strategy combined with the interview results, drawn up suitable innovative strategies, and provide suggestions for the fisherman's association business management and transformation strategies. Finally, this study finds that the internal political environment of the fisherman's association has a direct impact on the business management. Moreover, if the fisherman's association can introduce relevant systems of enterprise management, it can improve the effectiveness of business operations and the possibility of reform and innovation, and the improvement of member services will have the opportunity to help the operation of business transformation.
