隨著網路普及,新興科技早已融入日常生活。政府積極整合機關內外部資源,以數據為核心推動政府數位轉型,建構數位化服務,簡化民眾申辦流程,縮短往返奔波時間,不出門也能透過線上服務一次完成。但資訊科技的導入除開發成本投入外,人力配置、作業流程及管理措施也須組織進行彈性調整,帶來不少課題與挑戰。 數位化程度也象徵著台灣國際競爭力,本研究目的在個人層面、科技層面、組織層面,探討公務員持續使用意圖以及推薦意圖,是如何受到個人對科技的傾向、工作任務、資訊系統特性以及組織是否支持等因素所影響。 本研究共回收377份有效樣本,根據科技準備度、任務科技適配、科技接受模式、認知組織支持理論基礎,使用SPSS及SmartPLS軟體進行統計分析。研究結果顯示,正向科技準備度、科技特性、任務科技適配、認知有用性、認知易用性、認知組織支持對持續使用意圖及推薦意圖有正向顯著影響;負向科技準備度對持續使用意圖及推薦意圖有負向顯著影響;而責任感對推薦意圖有正向顯著影響。最後,提出學術面與實務面貢獻與後續研究建議,期望能做為爾後公務機關開發新系統、優化現有系統或強化行政管理措施之參考。 |
Abstract |
With the popularization of the Internet, emerging technologies have long been integrated into daily lives. The government actively integrates internal and external resources of agencies, drives digital transformation with data as the core, constructs digital services, simplifies the process of applying for services for citizens, shortens round trip time, and allows people to complete tasks online without leaving home. However, in addition to financial investment, the introduction of information technology also requires flexible adjustments to human resources and operating procedures, bringing many challenges and issues. The degree of digitization also symbolizes Taiwan's international competitiveness. This study aims to explore how civil servants' continued intention to use and recommendation intention are affected by individual tendencies towards technology, tasks of work, information system characteristics, and whether the organization supports them, at the individual, technological, and organizational levels. This study collected with a total of 377 valid samples. Based on the theories of Technological Readiness, Task-Technology Fit, Technology Acceptance Model, and Perceived Organizational Support, statistical analysis was performed using SPSS and SmartPLS software. The results showed positive technological readiness, technology characteristics, task-technology fit, perceived usefulness, perceived ease of use, and perceived organizational support have a positive significant impact on the continued intention to use and recommendation intention. Negative technological readiness has a negative significant impact on the continued intention to use and recommendation intention, while felt obligation has a positive significant impact on the recommendation intention. Finally, proposes academic and practical contributions and suggestions for future research, hoping to serve as a reference for public agencies in developing new systems, optimizing existing systems, or strengthening administrative management measures. |
