隨著全球環境問題的加劇，包括氣候變遷、空氣汙染和資源枯竭等，人們對環境保護的需求和關注也越來越高，而溫室氣體排放是導致全球暖化的主要原因之一，其中企業的碳排放佔了相當大的比例。為了因應氣候變遷和實現永續發展，各國政府紛紛制定了淨零排放目標和相關政策，旨在降低溫室氣體排放減緩地球暖化，而我國亦加入淨零排放的目標。
本研究以文獻探討和個案分析法，通過深入探討碳盤查、碳減量、碳抵換、碳稅和碳邊境調整機制等，提出了中小企業應對淨零排放的策略，中小企業應進行全面的碳盤查，評估其碳排放量和潛在減排空間，以確定適用的減碳標準和措施。其次，企業可以運用資源基礎理論，盤點並利用現有資源和能力，進行技術創新和資源整合，以實現碳減量目標。此外，中小企業可透過碳抵換，降低營運成本提高競爭力。
節能減碳已成為中小企業持續發展不可避免的重要趨勢，中小企業應關注碳稅和碳邊境稅的影響，了解相關政策的細節和要求。評估對營運成本和競爭力的影響，應儘早準備並積極制定淨零排放相對應的策略，以增加其長期競爭力。

As global environmental issues, such as climate change, air pollution, and resource depletion, continue to intensify, there is a growing demand and concern for environmental conservation. Greenhouse gas emissions are one of the primary causes of global warming, with corporate emissions contributing significantly to the problem. In response to climate change and the pursuit of sustainable development, governments worldwide have set net-zero emissions targets and implemented relevant policies aimed at reducing greenhouse gas emissions and mitigating global warming. Our country has also embraced the goal of achieving net-zero emissions.
This research employs literature review and case analysis to explore strategies for small and medium enterprises (SMEs) to address net-zero emissions. Through an in-depth examination of carbon inventories, carbon reduction, carbon offsetting, carbon taxation, and carbon border adjustment mechanisms, we propose that SMEs should conduct comprehensive carbon inventories to evaluate their emissions levels and identify potential emission reduction opportunities, thereby determining suitable emission reduction standards and measures. Additionally, SMEs can leverage the resource-based theory to inventory and utilize their existing resources and capabilities, promoting technological innovation and resource integration to achieve carbon reduction objectives. Furthermore, SMEs can enhance competitiveness and reduce operational costs through carbon offsetting.
Energy efficiency and carbon reduction have become crucial and unavoidable trends for the sustained development of SMEs. SMEs should pay attention to the implications of carbon taxation and carbon border taxes, familiarizing themselves with policy specifics and requirements. By evaluating the impacts on operational costs and competitiveness, SMEs should proactively prepare and formulate strategies aligned with net-zero emissions to enhance long-term competitiveness.
