本論文以化工企業為例探討不同類型所有權公司的工安文化對安全事件的影響。由於化學產品的特殊性質，一旦發生工安事故，往往會對人民生命財產造成嚴重威脅，也會對環境造成嚴重污染。因此，化工企業必須高度重視安全管理和安全文化建設。附上近年來發生的一些嚴重的工安事故，強調了研究不同所有權公司型態的化工企業在安全文化和工安事件方面的差異的重要性。
本研究的目的是比較不同所有權公司型態的化工企業（A、B公司）在安全文化和工安事件方面的差異，探討其安全文化建設的不同面向，並評估其對工安事件的影響程度。具體而言，本研究將從製程安全管理(PSM, Process Safety Management)、安全金字塔文化(Safety Pyramid)、安全意識建立（安全大使活動、瑞士奶酪理論）以及行為觀察（走動稽核、虛驚事件、登錄事件提報等）方式對化工企業的安全文化建設等多個方面進行探討。
在當今社會，工業安全已成為企業經營的重要部分。許多公司都在不斷努力提高安全水平，以確保員工的健康和安全。根據訪談資料顯示，A公司和B公司皆對安全文化的建立非常重視，並制定了相應的計劃和行動方案。為了提升安全文化，A和B兩公司的受訪者認為，具備專業知識、操作紀律、主管領導力以及數位化程度對於建立良好的工業安全文化起到關鍵作用，並進一步降低工安事件的風險發生。
總體而言，在當今社會中，企業對於安全管理的重視程度日益提升。這些公司都非常注重建立和完善安全文化，並積極發展安全管理體系。它們致力於推動各種安全管理工具和方法，以確保員工的健康和安全。

The purpose of this study is to explore the impact of safety culture in different types of ownership companies on safety incidents. The paper mentions that due to the specific nature of chemical products, industrial accidents can pose serious threats to human life, property, and the environment. Therefore, chemical companies must prioritize safety management and the development of safety culture. The paper also highlights some recent severe industrial accidents, emphasizing the importance of studying the differences in safety culture and safety incidents among different ownership types of chemical companies.
This study aims to compare the differences in safety culture and safety incidents among different ownership types of chemical companies (Companies A and B), examine the various aspects of their safety culture development, and assess their impact on safety incidents. Specifically, this study will investigate process safety management (PSM), safety pyramid culture, safety awareness development (safety ambassador activities, Swiss cheese model), as well as behavior observation/walkthrough audits, near-miss incidents, and incident reporting in the construction of safety culture in petroleum and chemical companies.
In today's society, industrial safety has become an integral part of business operations. Many companies are continuously striving to improve safety levels to ensure the health and well-being of their employees. According to interview data, both Company A and Company B place great importance on establishing a safety culture and have implemented corresponding plans and actions. To enhance safety culture, interviewees from Companies A and B believe that possessing professional knowledge, adhering to operational discipline, demonstrating managerial leadership, and embracing digitalization play key roles in establishing a robust industrial safety culture and reducing the occurrence of safety incidents.
Overall, in today's society, companies are increasingly prioritizing safety management. They place significant emphasis on establishing and enhancing safety culture while actively developing safety management systems. They are dedicated to promoting various safety management tools and methods to ensure the health and safety of their employees.
