社會教育機構是社會中各種實施與推展社會教育單位的總稱，在我國的公立社會教育機關中以博物館與圖書館最為常見；而這些機關的運作多以政府編列預算的方式行之。教育部於2007年成立「國立社教機構作業基金」，將所轄之部分博物館及圖書館輔以作業基金的方式運作。
為瞭解國立社教機構作業基金之實施對於公立社教機構營運績效的影響，本研究收集了5間實施作業基金及4間未實施的社教館所的營運相關資料，並採用資料包絡分析法分析了這9間社教館所於2017年至2021年之相對營運績效。
本研究發現，在該館有無實施作業基金上，有實施的博物館在營運績效上多優於未實施者；但有實施的公共圖書館，則在營運績效上卻未有此種效果。此外，在博物館所在的區域上，位於都會區博物館在營運績效上多優於非都會區者。而設有分館的公共圖書館，在營運績效上優於未設者。

Social education institutions are the collective term for various units that implement and promote social education within society. In our country, museums and libraries are the most common types of public social education institutions. These institutions are primarily operated through government budget allocations.In 2007, the Ministry of Education established the "the Operations Fund for Subordinate Institutions of the Ministry of Education" to operate some of its affiliated museums and libraries through operational funding.
To understand the impact of implementing the "the Operations Fund for Subordinate Institutions of the Ministry of Education" on the operational performance of public social education institutions, this research collected operational data from five institutions that implemented the operation fund and four institutions that did not. Data Envelopment Analysis was employed to analyze the relative operational performance of these nine social education institutions from 2017 to 2021.
The research findings indicate that among the studied institutions, museums that implemented the operation fund performed significantly better in terms of operational performance compared to those that did not implement it. However, for public libraries, the implementation of the operation fund did not show a significant impact on their operational performance.Furthermore, concerning the geographical location of museums, those located in metropolitan areas exhibited higher operational performance compared to those in non-metropolitan areas. Additionally, for public libraries, those with branch locations demonstrated better operational performance compared to those without branch locations.
