本研究透過與政府官員訪談以及過去的文獻，了解臺灣有線電視的演進與現況，以及目前跨區經營政策可能會失敗的原因。筆者先使用賽局理論中的競爭模型，討論兩間系統業者之間的競爭。筆者再透過參考Paul Klemperer對於轉換成本的概念，以及臺灣有線電視產業的特性，將不同的轉換成本分佈考慮進模型中，並加以討論最低保障戶數的版權收費制度的有無對於新進系統業者以及整個市場的影響。分析最低保障戶數的版權收費制度的有無，對於系統業者的最適定價、市占率以及系統業者的利潤之影響為何。分析結果指出，隨著轉換成本分布次方的增加，越容易被收取最低保障戶數的版權費用，且最低保障戶數的版權收費制度是有可能使得新進系統業者的利潤小於零，參照Stigler對於進入障礙的定義，最低保障戶數的版權收費制度是會構成進入障礙的。

This study uses interviews with government officials and past literature to understand the evolution and current status of Taiwan's cable TV, as well as the reasons why the current cross-regional operation policy may fail. The author first uses the competition model in game theory to discuss the competition between two system operators. By referring to Paul Klemperer's concept of switching costs, as well as the characteristics of Taiwan's cable TV industry, the author considers different switching cost distributions into the model, it also discusses whether the existence of a copyright fee system with a minimum guaranteed number of households has an impact on new system operators and the entire market. Analyze the existence of the copyright fee system with a minimum guaranteed number of households, and the impact on the system operator's optimal pricing, market share, and system operator's profit. The results of the analysis indicate that as the power of the switching cost distribution increases, the new system operator is easier to be charged copyright fees for the minimum guaranteed number of households, and the copyright fee system for the minimum guaranteed number of households may make the profit of new system operators less than zero. Referring to Stigler’s the definition of entry barriers, the copyright fee system with a minimum guaranteed number of households will constitute an entry barrier.
